Exploit advance Artificial Intelligence (AI) analytics platforms to develop a method for capturing and measuring the Information Environment (IE); the aggregate of individuals, organizations, and systems that collect, process, disseminate or acts upon information. Provide recommendations to command stakeholders J39 Chief of Information Operations and J3 Director of Operations. Identify Unified Command and Service Component non-lethal Space, Cyberspace, Electronic Warfare and Military Information Support Operations actions which may have effects within the IE and work to synchronize these actions to maximize the desired effect.

Serving as the Joint Non-Lethal Targeting Integrator project manager supporting the US Pacific Air Forces (PACAF) Air Operations Center (AOC), with the primary focus of weaponeering non-kinetic solutions and ensuring their inclusion into the Integrated Tasking Order (ITO) generated by the AOC. Skilled in SIGINT analysis; utilizes databases such as E-SPACE, MIST 3D, PALANTIR, ORBIT TRACK, DIODE, CED and MEPED for data extraction and ingestion into targeting databases. Responsible for leading the continued development, refinement, and providing oversight of application of non-lethal effects and Special Access Programs/Special Technical Operations (SAP/STO) into the joint targeting process. Analyzes non-lethal operations policy, plans, programs and procedures for PACAF, developing enhancements to each that can be used throughout the Pacific Theater. Develops and deploys key performance parameters designed to measure progress made towards achieving the strategic objectives in the information operations & strategic communication realm. Ensures this effort is coordinated, integrated and synchronized with similar efforts at the USPACOM J39, working with the USPACOM non-lethal targeting integrator to accommodate and synchronize information related capabilities -particularly Cyber, Space, Electronic Warfare and Military Information Support to Operations (MISO)- into the joint targeting process. Developing methods to enhance the multi-domain battlespace by layering and deconflicting non-lethal effects and utilizing non-kinetic capabilities as a force multiplier. Creating working relationships with PACAF targeting elements and USPACOM Joint Fires Element to understand all theater targeting policies and procedures, and modify such policies to accommodate non-lethal effects. Actively works in a broad range of PACAF exercises to test and refine non-lethal effects integration into the Joint Force Air Component Commander and Joint Force Command’s execution timelines.

Served as an all-source targeting intelligence analyst supporting the dynamic targeting cell within the US Pacific Command theater of operations. Produces targeting materials, terrain analysis, weaponeering solutions, mission planning, collateral damage assessments, and battle damage assessments while maximizing interaction with other targeting specialties. Responsible for target identification and nomination, target materials, supporting target systems analyses, performing terrain and line of communication analysis and threat assessments while participating in and supporting global, theater and tactical exercises focusing on the F2T2EA dynamic targeting cycle. Works with joint targeting software suites and advanced US stand-off weapons to include: TOMAHAWK, JASSM, SLAM-ER, ATACMS, and CALCM. Utilize software applications such as Joint Targeting Toolbox (JTT), Joint Weaponeering System (JWS), Integrated Munitions Effects Assessment (IMEA), the Modern Integrated Database (MIDB), National Production Workshop (NPW), the Joint Automated Deep Operations Coordination System (JADOCS), Socet GXP, Common Geopositioning Services (CGS), Joint Munitions Effectiveness Manual (JMEM), Remote View and Defense Collaboration Services. Assist with drafting and staffing reports associated with the creation of a PACOM JIOC dynamic targeting capability. Review, update and write sections of the USPACOM targeting instruction, JIOC DT Cell Job Qualifications Standards and develop training plans for identified JIOC DT cell positions that cover intelligence support to dynamic targeting.

Manages, supervises, and performs intelligence activities and functions. Exploits and analyzes multi-sensor imagery, geospatial data and products in conjunction with all-source intelligence information to determine the type, function, status, location and significance of military facilities and activities, industrial installations and surface transportation networks. Prepare damage assessment reports that detail structural damage and weapons effects. Uses multispectral imagery to analyze the likelihood of military and non-military activities and monitor counterinsurgency operations in direct support of special operations. Works closely with system collectors and collection managers to optimize capabilities to satisfy customer requirements and to assist in the strategy and submission of intelligence production requirements. Performs targeting functions to include target development, weaponeering, force application, execution planning and combat assessment. Maintains and uses geospatial databases, target materials, imagery and other intelligence products. Performs precise mensuration of multi-sensor imagery and geospatial data to determine geographic location, and vertical and horizontal measurements of objects and surrounding terrain. Uses maps, charts, geodetic products, and multi-sensor imagery to determine distance, azimuth, and location of targets. Assists in the identification of key features and determining optimal sensor selection and exploitation parameters and the assessment of weapons impact and effects.Prepares and conducts multi-sensor imagery and geospatial information derived intelligence briefings. Coordinates, Unmanned Aerial System’s (UAS) tasking, processing, exploitation and dissemination. Works with UAS mission team to plan mission, maintain collection list, identify collection sequence and provide specific targets’ requirements.

Maintenance quality and equipment reliability is the responsibility of all maintenance personnel. The combined efforts of QA personnel, maintenance leaders, and technicians are necessary to ensure high quality maintenance production and equipment reliability. The QA staff evaluates the quality of maintenance accomplished and performs necessary functions to manage the wing/group’s Maintenance Standardization Evaluation Program (MSEP). The MSEP provides an objective sampling of the quality of equipment, the proficiency of maintenance personnel, and the compliance of Lead Command and Unit MSEP focus areas, programs, and processes. QA serves as the primary technical advisory agency in the maintenance organization, assisting maintenance supervision at all levels to resolve quality problems. The evaluation and analysis of deficiencies and problem areas are key functions of QA that highlight and identify underlying causes of poor quality in the maintenance production effort.

Develops and oversees the weapons standardization program. Sets standards, develops local policies and procedures, and interprets all technical data and directives governing the weapons standardization program.

Plan and conduct both conventional and nuclear weapons load training to accomplish operational plans and objectives. Coordinate maintenance priorities of armament systems maintenance and loading of assigned aircraft.
