Facilitated 150 employees, providing towing, shuttle, shifting fleeting and freight to diverse business on upper Illinois Waterway and throughout Chicago with $20,000,000 annual sales. Established safety program implementation, accountability and trained all employees, included standard operating procedures, work instruction and job hazardous analysis. Developed, implemented and managed environmental management program. Trained all landside and vessel employees on EMS with follow up with monthly recorded EMS for landside employees. Recycled oil, oil filters, water, E-waste, batteries, light bulbs, filters,, aerosol cans, paper, card board steel and ballast.Implemented ARTCO shuttle program turning all ARTCO north bound tows Peoria distributing barges between grain harbors for timely loading and turning loaded barges back to southbound tows for reduced barge days and increased barge utilization. supplied shifting and freight services for many customers. Organized rate schedule and fuel surcharge, bid barge freight in regional market, management and lease agreements, customer relations, market share, and determined new business. Collaborated with operations manager, fleet superintendent and port engineer to review business demand, schedule vessel downtime for repairs and complete remodels, discuss scope, time frame and expenditures, capital and expense as well as justification.

Active member in the Illinois River Carriers'​ Association as Board Member for many years holding every Official position and President on many occasions. The Illinois River Carriers' Association represents 35 commercial marine member companies that own and operate equipment on the Illinois Waterway. The association works with all governmental agencies and members to promote safe navigation on the Illinois Waterway.

Oversaw 140 employees at 5 locations, providing towing, shuttle, shifting, fleeting, freight and barge management to barge lines, power company and aggregate companies. Managed operations, customer relations, contracts, logistics, rates, RCP as well as safety and drug testing for 5 harbors with 17 boats and a marine construction company. Implemented AWO's Responsible Carrier Program for 5 harbor services achieving first certification of harbors in program. negotiated three aggregate agreements providing freight, towing and shifting service for Chicago redi-mix customers in excess of one and half million tons annually. Directed all governmental compliance, incident investigations, accident and injury claims, labor issues and customer relations.

Managed and marketed all areas of large intermodal terminal. Loaded 300,000 bushel of corn daily into barges, unloaded 3,000 tons daily of various bulk products from barge, outbound shipment by truck in excess of 100 truck per day as well as inbound rail shipment of silica sand. Also, managed two harbor and fleet operations 70 miles apart. In 1988 purchased harbor service creating Tabor Fleeting Peoria serving ADM Corn processing, two ADM elevators, and ADM product terminal. Logistically key location for ARTCO and ADM to efficiently transport products and grain of the Illinois River.
