Delivers national leadership through the following activities:- Project Manager for Managing Disruptions to Operations Data Exchange (MDODE) sub-program expanding on proof-of-concept demonstrated through the Work Zone Data Initiative (see below). Author and ongoing steward of the five-year MDODE Strategic Plan and Roadmap. Initiative highlighted in Feb/Mar 2019 issue of Traffic Technology International - "Tech that protects workzones".- Program lead for Work Zone Data Exchange Demonstration Grants, supporting deployment of WZDx specification by 13 State or local agencies. 11 grant recipients have succeeded in deploying WZDx feeds as of December 2023.- Led process improvement activities including organizational self-assessment and goal-setting for state & local transportation agencies under the FHWA Office of Operations Capability Maturity Framework.- ITS applications lead for FHWA "Smarter Work Zones"​ initiative under EDC-3.- Liaison to FHWA Divisions and state agencies in support of program delivery and regulatory compliance.- Diversity Champion as Office of Operations liaison to FHWA Office of Civil Rights (2019-2022)- Federal Acquisition Certification for Contracting Officer's Representatives (FAC-COR) Level II certified

Led project team and subconsultants to study 6 alternative alignments in accordance with streamlined NEPA process including identification of impacts to environmental, socioeconomic, cultural, and historical resources, coupled with a benefit-cost analysis considering life-cycle capital and O&M cost estimates. Authored final study report and led presentation of study recommendations to the Calvert County Board of Commissioners.- Project Manager for traffic study and design of a roundabout intersection at MD 760 / Olivet Road in Calvert County,MD. Delivered plans, specifications, estimates, bid documents, and construction-phase services including RFIs.- Project Manager for design of interchange ramp improvements at I-81 / I-70 in Hagerstown, MD. Delivered plans, specifications, estimates, and bid documents.- Developed revised standard plates incorporating requirements for ADA compliance into existing standards for pedestrian facilities published in the MDSHA Book of Standards for Highways and Incidental Structures. Developed policy guidance for application of these standards for the Accessibiltiy Policy & Guidelines for Pedestrian Facilities Along State Highways. - Beta tester to FHWA for development of the Interactive Highway Safety Design Model (IHSDM) modules.
