For almost two decades I have spent my professional time solving environmental and energy problems for clients in Maryland; the bigger the challenge, the better. Over the last 10 years I have spent much of my time on power plant permitting, both conventional renewable. I especially enjoy this work (known as the Certificate of Public Convenience and Necessity, or "CPCN") because the process combines natural resources, environmental, energy and politics into a single (albeit complex) permitting effort. My team has worked on approximately 30 such projects, including almost every utility scale (>2 MW) solar project to date. With the arrival of Maryland's community solar pilot program I have been working for several of these projects, and have also been involved with multiple net metering projects. Beyond that, practice involves just about anything that touches on the environment or energy, and recently has included:• Many brownfields redevelopment projects, including some of the most significant in Baltimore• Permitting, including air, stormwater, wetlands, Chesapeake Bay Critical Area and floodplains• Gas and electric rate cases• Energy supplier and curtailment service provider licensing and compliance• Government relations, Maryland General Assembly and Executive Branch• Environmental due diligence for real estate transactionsAccomplishing my clients' goals typically involves working with regulators and legislators, the Maryland Department of the Environment, Critical Area Commission, and the Public Service Commission, among others. The goal: to quickly resolve client issues so they can get back to focusing on business. I spend my free time with my wife and three kids in Hereford, Maryland. I'm a lifelong runner, frequently commit golf, build stuff in my barn, am an avid baseball fan, and enjoy reading, especially biography and American history.
