As one of the first employees of the Gaming Commission, I provided legal and strategic counsel to the Commissioners and staff of the agency as it endeavored to start-up a new state agency. I was one of the early architects for the construction of an open, transparent, and participatory regulatory infrastructure for the initial licensing and subsequent regulatory oversight process for casinos in the Commonwealth. Accomplishments include:• Collaboration with Commissioners, executive director, and staff to ensure compliance with the gaming laws and regulations including those leading to selection of gaming licensees, construction oversight, and opening of 3 casinos in Massachusetts; • Counselled the agency in matters of administrative governance including compliance with the open meeting law, public records law, personnel matters, and conflict of interest law; • Managed the legal department staff including attorneys, paralegal, and hearing officers; • Drafted the Commission’s Enhanced Code of Ethics, and conducted annual and periodic ethics training for entire agency staff; • Drafted and promulgated regulations governing areas including casino licensure, casino employee and vendor licensure, internal control requirements including anti-money laundering (AML) compliance, adjudicatory hearing procedures, technical requirements for gaming equipment and slot machines, suitability/probity investigations, taxation of gaming revenue, alcoholic beverage control, and financial reporting;• Prepared legislation and consulted with legislators and staff to achieve enactment of law; • Drafted and negotiated multi-million dollar technology and consulting service contracts; and• Achieved membership in International Masters of Gaming Law and collaborated on publication of topical articles in American Gaming Lawyer.

I was appointed by the Commissioner of Public Safety to serve as one of the 5 inaugural commissioners to the then newly created Massachusetts State Athletic Commission. The Commission was granted jurisdiction to oversee amateur and professional boxing, mixed martial arts (MMA), and other forms of unarmed combat in the Commonwealth. In our first year, we sanctioned and oversaw three major events: UFC 118 at the Boston Garden, the televised event Bellator, and the pay per view event Moosin: God of War. Accomplishments include:• Drafting and promulgation of regulations governing licensing of fighters including medical testing requirements, licensing of all event participants including promoters, adoption of the Unified Rules of MMA, and minimum safety requirements for events;• Implemented training programs for deputy commissioners, referees, and judges; and • Ensuring adequate discipline for significant rules violations.

The Department of Public Safety (which has since been reorganized into the Massachusetts Division of Professional Licensure) was a regulatory, licensing, and inspection agency, charged with the oversight of numerous activities, businesses, and professions. I provided legal counsel and strategic advice to the regulatory boards, the agency commissioner, and staff. I worked closely with the board members to ensure that governing regulations were clear and up to date, and that compliance with the requirements was being achieved. Accomplishments include:• Served as a member of the Recreational Tramway Board which was charged with the licensing and regulatory compliance with safety requirements for all ski lifts and tramways in Massachusetts;• Served as a member of the Boxers’ Fund Board which provided financial assistance to boxers in need;• Served as legal counsel to the Board of Building Regulations and Standards (BBRS) which was charged with the regulatory oversight of building construction and contractor licensing. Collaborated with board staff to promulgate the 8th Edition of the Massachusetts State Building Code;• Served as legal counsel to the Board of Elevator Regulations which was charged with the regulatory oversight of elevator construction, maintenance, and inspection, as well as adjudicating appeals from determinations made by state inspectors as to code interpretations;• Served as legal counsel to the Architectural Access Board (AAB) which was charged with ensuring that buildings (including sidewalks and parking lots) are accessible to everyone including individuals with disabilities, and adjudicated requests for variances from the code and appeals to enforcement actions; and • Coordinated litigation for the agency in conjunction with the Office of the Attorney General; and• Managed the agency hearing officers and hearing program which processed dozens of appeals annually.

As an Assistant District Attorney, I prosecuted criminal cases in all phases of litigation, from arraignment through trial, in the District and Superior Courts. Accomplishments include:• Served as first chair in over 60 jury trials;• Successfully argued one case before Massachusetts Appeals Court (a case in which I also arraigned, and served as trial counsel for); and• Appointed supervisor of Malden District Court staff responsible for management of all prosecutors and oversight of case load.
