About Todd Camp
I serve as the Senior Director of Administration in the Office of the Vice President for Commonwealth Campuses at University Park, as well as the Chief Administrative Officer at the Harrisburg campus, for Penn State University. In these dual appointments, I work closely with the University’s Office of Physical Plant, Housing and Food Services, Police and Public Safety, Intercollegiate Athletics, Environmental Health & Safety, and Business Services, among others, in addition to serving on a variety of university-wide committees representing the 20 campus locations. At the Harrisburg campus, comprised of 250 acres, 1 million square feet of buildings and over 5,000 students and 1,000 employees, I directly oversee a team of 100+ employees and lead all administrative functions and their associated budgets, including information technology, marketing and communications, operations, facilities management and construction. In addition to managing all auxiliary services, such as maintenance, grounds, parking, mail, custodial and renovation, I'm also responsible for the continued development of relationships with local, regional and state officials as well as the facilitation of public-private partnerships to aid in the campus's aggressive growth objectives.I have broad international experience in sustainability, manufacturing, quality, procurement and project management, and have been actively involved in sustainability programming and community outreach efforts throughout my career. Previously, I worked for The Hershey Company for 10 years, serving in a variety of roles of increasing responsibility including Manager, Industrial Engineering and Continuous Improvement, Director/Senior Director Corporate Social Responsibility & Community Relations and Senior Director, Capital Planning, Global Environment, Health & Safety, Facilities and Capital Construction Project Management.Prior to joining The Hershey Company, I worked for Tyco Electronics for 15 years, where I held various positions including 8 years of Quality Management and Design Engineering, overseeing Tyco's Global Operational Excellence Program and serving as a Certified Six Sigma Master Black Belt and Lean Leader for 7 years.I have a bachelor’s degree in industrial engineering from The Pennsylvania State University, and an MBA from Temple University. Assistant Director, Covid19 Operations Control Center
In addition to my role as Senior Director of Administration, due to the global pandemic, I also served as the Assistant Director for the University's Covid-19 Operations Control Center, which spanned the entire University and all campuses. The control center was activated in the fall of 2020 as a central hub to manage and respond to key components — including data management and reporting, testing and contact tracing, quarantine and isolation as well as supply chain and procurement activities related to the University's response to the pandemic. As Assistant Director, I regularly collaborated with University leadership and the 16 coronavirus task groups to oversee operations related to Penn State’s COVID response effort; served as a connection point among groups, units and campuses; and managed and aggregated data to inform strategies for quickly addressing needs and developments. In this role, I also assisted the Director with overseeing efforts to manage and communicate daily operational details to enable Penn State leaders to make informed, rapid decisions in line with the latest University data and public health and science information. I assisted in leading a core team responsible for data collection, assessment and reporting, and collaborated with representatives across University operational units, including Student Affairs and Human Resources; the Commonwealth Campuses; and the Public Health and Science Assessment, Return to Work, Return to Campus and Community, and other coronavirus task groups. In accordance with the Governer's requirements for higher education, I assisted the Director in leading the development of a report for the Pennsylvania Department of Education on the University’s plans and strategies related to in-person instruction, hygiene and sanitation practices, face mask and social distancing policies, attendance, travel policies, course delivery, schedules, and more.
