Until joining ZoneCo in April 2024, Todd spent his entire career working as a public sector planner, serving communities in southwest Ohio. He spent six years as the Planning Director in Dayton where he oversaw a staff of more than 100 employees in six Divisions (Planning, Community Engagement, Development, Housing & Inspections, Building Services, and the Dayton Mediation Center) with an operating budget of over $10.5M. Prior to his appointment in Dayton, he was employed by Hamilton County for over 23 years serving as Planning Director for almost 10 years. He has 31+ years of experience as a professional planner with emphasis in long-range planning, zoning analysis, site plan review, community development, and economic development.Todd holds a bachelor’s degree in Urban Planning from the University of Cincinnati College of Design Art Architecture and Planning with a Certificate in Historic Preservation. He has experience serving on numerous boards and commissions including as President of the Ohio Chapter of the American Planning Association in 2015-16.Todd was inducted into the American Institute of Certified Planners (AICP) College of Fellows in April 2020. Induction into the AICP College of Fellows is the highest honor the American Institute of Certified Planners can bestow upon a member. Fellows of AICP are nominated and selected by their peers to recognize and honor their outstanding contributions as a professional planner.
