With over 32 years of experience in the water industry, I am currently the General Manager of the Chino Basin Watermaster with responsibilities to administer and enforce a 1978 court-ordered groundwater rights adjudication and subsequent basin management responsibilities in one of the largest groundwater basins in Southern California. Prior, I served as General Manager of Public Utilities for the City of Riverside, where I oversaw the delivery of reliable and sustainable water and electric services to more than 320,000 customers. I am a Certified Public Accountant (CPA non-active) with a Master of Public Administration (MPA), and I have a strong background in finance, management, and strategic planning. Previously, I was the General Manager of Jurupa Community Services District, where I managed the water, sewer, parks and street lighting operations for a growing community of 135,000 residents. I also served as an Officer of the Frontier Project Foundation, a nonprofit organization that promotes sustainability, and efficiency in water and electricity usage through education and demonstration. My core competencies include water resource management, electric utility operations, regulatory compliance, customer service, stakeholder engagement, and organizational leadership. I am passionate about providing safe, affordable, and environmentally responsible public utilities that enhance the quality of life and economic development of the city.
