With over 32 years of experience in the water industry, I am currently the General Manager of the Chino Basin Watermaster with responsibilities to administer and enforce a 1978 court-ordered groundwater rights adjudication and subsequent basin management responsibilities in one of the largest groundwater basins in Southern California. Prior, I served as General Manager of Public Utilities for the City of Riverside, where I oversaw the delivery of reliable and sustainable water and electric services to more than 320,000 customers. I am a Certified Public Accountant (CPA non-active) with a Master of Public Administration (MPA), and I have a strong background in finance, management, and strategic planning. Previously, I was the General Manager of Jurupa Community Services District, where I managed the water, sewer, parks and street lighting operations for a growing community of 135,000 residents. I also served as an Officer of the Frontier Project Foundation, a nonprofit organization that promotes sustainability, and efficiency in water and electricity usage through education and demonstration.
