Mr. Shipley is an American Cyber Security expert and past President of the High Technology Crime Investigation Association (HTCIA). He is a former Cyber Crimes Senior Detective Sergeant and a U.S.A.F combat veteran. He currently speaks and trains globally regarding technology investigations and the Darknet.Mr. Shipley served 25 years with the Reno (Nevada) Police Department, retiring as a Senior Detective Sergeant. His last position was managing the agency's Financial and Computer Crimes Unit. During this time, he was instrumental in the formation of the Nevada Advisory Board for Technological Crime as well as several state laws regarding fraud and cybercrime.In 2004 Mr. Shipley became the Director of Systems Security and High Tech Crime Prevention Training for SEARCH, The National Consortium for Justice Information and Statistics in Sacramento, California. He oversaw a nationwide program that provided expert technical assistance and training to local, state, and federal justice agencies. In 2007, he started Vere Software with the intention of building investigative and Internet documentation tools for the law enforcement and legal communities. The patented processes designed in WebCase, the online evidence collection tool, were spawned by his desire to provide investigators with a tool previously unavailable to the market. In 2020 he started Dark Intel to expand his interests in the investigation of the Darknet. The companies goals are to provide research for investigators and provide training from that research.Mr. Shipley has sat on the Business Advisory Board for the Department of Computer Science and Engineering, University Of Nevada, Reno and the Washoe County School District Audit Committee. He is a Certified Fraud Examiner and past President of the Reno Chapter President. He is an IACIS Certified Forensics Computer Examiner and is a life member of the International High Technology Crime Investigation Association (HTCIA), previously serving as President in 2010 and 2020/21. He retired from the Nevada Air National Guard as Chief Master Sergeant after serving 31 years. During his service he was awarded numerous awards including the Air Force Combat Action medal for service in Afghanistan.Mr. Shipley is a regular speaker internationally on Cyber-crime issues and the Darknet, is an author and a TV commentator. His most recent endeavor is as the co-author of “Investigating Internet Crime-An introduction to solving crimes in cyberspace”.
