Tomasz Janowski is the Head of the Department of Informatics in Management, Gdańsk University of Technology, Poland; Invited Professor at the Department for E-Governance and Administration, University for Continuing Education Krems, Austria; and Co-Editor-in-Chief of Government Information Quarterly, Elsevier. Previously, he was the founder and head of the United Nations University Operating Unit on Policy-Driven Electronic Governance (UNU-EGOV) in Portugal; Research Fellow and Senior Research Fellow at the UNU International Institute on Software Technology (UNU-IIST) in Macau SAR, China; Invited Professor at the University of Minho in Portugal and Università Della Svizzera Italiana in Switzerland; co-chair of the e-Government Interest Group at the World Wide Web Consortium (W3C); member of two evaluation panels of the European Commission’s Joint Research Center (JRC) serving as the rapporteur for Digital Europe and Innovative Europe; chief jury of the Saudi e-Government Award; chief jury of the Omani Sultan Qaboos Award for Excellence in e-Government; member of the UN expert group on the e-Government Survey; founder of the International Conference on Theory and Practice of Electronic Governance (ICEGOV) and co-chair of the first ten editions of this conference series in Macao, Cairo, Bogota, Beijing, Tallinn, Albany, Seoul, Guimarães, Montevideo, and New Delhi.His research interests include digital government, sustainable digital transformation, and digital transformation for sustainability. He is an author or co-author of over 270 academic publications and project or policy reports. He served as an expert and project lead for various government and international organizations, including CTO, European Commission, IADB, IDRC, ITU, OSCE, UNDP, UNESCO, the World Bank. He led projects in various developing and post-conflict countries, e.g. Afghanistan – a project to build a digital government strategy and implementation capacity for the Afghan government, Colombia – a project to establish the Government Chief Information Officer (GCIO) function and the GCIO training programs for the Colombian government, Vanuatu – a project to build the mobile government strategy and a toolkit for Small Island Developing States, etc. He holds a Habilitation in Management and Quality Sciences (equivalent) from Gdańsk University of Technology, Poland; a Ph.D. in Computer Science from the University of Warwick, UK; and an MSc in Mathematics from the University of Gdańsk, Poland.
