Provide advice and counsel on a wide range of complex and sensitive organizational development and change management issues to the Deputy Assistant Secretary for Human Resources Management. These include the investment of $300 million a year in VA Human Capital, Federal Government and Agency Mission Critical Occupations and remedies for staffing and competency gaps, workforce and succession planning, operational human resource issues, and Veteran hiring, to list a few. A critical team member drafting the new Agency HR Strategic Plan. I co-managed the 2011 Agency HR Study and designed operating plans from the findings. I also provided subject matter expertise to an Inter-Agency Project Team providing analysis and solutions for identified Government-wide and Agency Mission Critical Occupations. I co-managed the 2011 One VA HR Conference for over 2,000 HR Professionals which included more than 50 courses (34 concurrently) and numerous speakers who are HR leaders from the Private Sector and Government. Managed the logistics for the highly successful Washington DC Veteran Hiring Event, January 2012, and the 3-day Veteran Hiring Event in Detroit in June 2012. Both have become the model for government.Skilled facilitator and leader for high level project teams that have included members from organizations throughout government to attain realistic goals and performance measures that advance key objectives and strategic goals of the Department. Created an extensive organizational performance review that was presented to Agency senior management. This presentation is responsible for setting the groundwork for the Agency’s largest monetary personnel training and development budget covering critical skills, leadership/management training at all levels, key occupations and an assessment of more than 300K VA employees current skills and competencies and providing for a development plan to fill noted gaps.

I supervised the human resources management and career development staff; a staff of 30 FTE ranging in grades from GS-7 to GS-14 as well as contract staff. In managing the Staff, I had responsibility for career development for the organization, organizational planning, program direction, communications, human resources management, and certain project coordination and program monitoring and evaluation of subordinate organizations. The Human Resources Career Development (HRCD) staff was responsible for the career development and training of over 6,000 technical and support staff; operational human resources management including employee and labor relations for the IT community; workforce planning for the IT environment in the Department; the succession plan (career development, retention, and hiring) of all SES under the responsibility of the AS OI&T; establishing a recruitment program that meets the present requirements and future needs of VA’s IT community and I am VA’s representative to Labor Management under the IT umbrella. I developed a strategic approach and implementation/communication plan that provided technical advice and guidance on career development and human resources issues throughout the OI&T community. The program provided a comprehensive career path for staff to follow that allowed them to move up in the VA management hierarchy, or make changes to their career path regardless of their current grade and title. A strategic workforce plan was developed that provided direct career guidance to our IT workforce. We implemented an assessment plan based on performance. The career development program ran parallel with performance and was incorporated in the performance plan, counseling, and evaluation. An OI&T policy was developed that provided managers and employees exactly how to incorporate performance into the individual development plan (IDP).

Researched new, innovative and leading edge business concepts that have major human resource, human capital, and career development impacts on private and public sector work environments. Concepts were used as work study assignments and factual life experiences in the classroom.Facilitated learning in Organizational Behavior, Human Resources Management, Business Ethics, Leadership, Employee Development, Decision Making and Effective Thinking, to name a few, to a diverse group of students that comprised both private and federal sector. Dual modalities used – classroom and web-based instruction.Motivated students using a variety of learning experiences that included real life incidents and facts that brought an air of realism to their instruction. Student course assessments stated they were able to apply learning experiences immediately.At least fifty percent of students were military that had never experienced working in the private sector. Class assignments had to be constructed where students felt they could participate in solutions and dialogue. Both private sector and military/federal employee were asked to switch roles and hypothetically work in each others environment so the learning was a total experience.Worked with NLU faculty to research course material that was used to keep University courses current. Many experiences and readings were researched from the internet on a weekly basis to make sure students could read and relate to current events that involved class material.Homework assignments integrated course material and solutions to issues in their organizations. Final paper involved analyzing a problem in their organization and then presenting solutions based on their learning experience. Students were encouraged to forward their final paper to senior management in their organizations for consideration.Students felt their learning experience was “fun, real, and educational.” For me – the highest compliment.
