Mr. Chen is the Technical Director of AECOM Taiwan. He has over 26 years of experience as an engineer and auditor specializing in the environmental, health and safety (EHS) regulatory review, compliance audit, training, permit application, environmental impact survey/assessment (EIS/EIA), study, planning, design, waste-to-energy plant, site investigation/ remediation, waste treatment, reuse and disposal, solid waste management, hazardous waste treatment, and wastewater treatment assessment and appraisal of environmental systems and industries human health risk. His clients include Air Product San Fu, Micron, Apple, Applied Materials, Global Foundries, Merck Display, Corning, Motorola, Sumitomo, 3M, Elementis, PPG, INVISTA, Eastman, Roche, Panasonic, BMS, McNeil, Formosa Plastic Group, Unisys, Taiwan EPA (TEPA), IDB, BOE, TaiPowr, Asia Development Bank, etc. With his background in chemistry, environmental health science and environmental engineering; and through his practice experiences in Taiwanese EHS and PSM auditing, assessment and regulatory/policy research, Mr. Chen is familiar with a wide range of EHS issues associated with semiconductor industry, electronics industry, petrochemical industry, pharmaceutical industry. Prior to joining AECOM, he worked with ERM, Sinotech Engineering Consultants Ltd. (a leading consulting company in Taiwan) and Camp Dresser McKee (CDM) International Inc. for 20 years as a practice leader, project manager, and project engineer. Mr. Chen had been responsible for reviewing information of the toxic chemicals used in Taiwan and found in the Taiwan’s subsurface environmental and the proposed chemicals/parameters regulated in Taiwan’s Groundwater Pollution Remediation Standards have been promulgated by TEPA. Mr. Chen used to help Taiwan EPA to develop the guidance and tool for the health risk assessment and environmental liability insurance.
