I provide technical leadership in formulating innovative approaches to address problems and issues associated with chemical characterization, detection and interdiction; the need for rapid chemical recovery and decontamination; chemical source attribution and forensics; the need to minimize the effects of chemical attacks; the application of available technologies to minimize vulnerabilities; regulation implementation requirements, and conflicts between Federal laws and State laws.I plan and conduct long-range international chemical research projects and studies to formulate innovative measures and controls. These controls are then used to improve the level of security at facilities which handle these chemicals throughout the world.

Office of Forensic Science (SF) IT Program Manager where I maintained and supported all current software programs used to track the chain of custody of evidentiary material, provided IT and systems training to DEA, other federal, state and local government officials. Performed research, review, evaluation, and implementation of new IT solutions that improved the efficiency and effectiveness of the laboratory system’s operations. I provided advice on major aspects of Automated Data Processing (ADP) system designs and what system interrelationships must be considered for a successful IT implementation. Also, I advise management of which operating platforms, database configurations, system software, and equipment configurations are essential for a successful implementation and integrationin a forensic laboratory environment. These processes include chemical analysis, fingerprint processing, digital evidence examinations, and evidence control.I provide management with collated subject data used for evaluating job performances, high level briefings and justifications for mission oriented operations. Other essential duties include evaluating current IT systems and determining areas of improvement. Defined, established, and maintained network security group accesses on network share drive and designed and implemented web application(s) that maintained ISO/ASCLD requirements for document control. I acted as a liaison with DEA’s IT office and coordinated network system builds, performed hardware and software installations on office equipment, and provided general support for all IT related issues within SF. I wrote and reviewed all newly created SF system and office policies, specifically related to IT and ensured they are in compliance with current DEA and DOJ guidelines.

As the DEA's North Central Laboratory’s Support Group Supervisor I supervised a group of technical and non-technical personnel. Primary duties were to ensure the integrity of all evidentiary material sent to the laboratory, maintain the laboratory's fiscal budget, ensure the safety and security of the laboratory and its personnel, and administratively review all work completed by the Fingerprint Examiners for compliance with current regulations.I planned, wrote, and implemented new evidence handling and destruction procedures which have been incorporated into the DEA Laboratory Operations Manual making them mandatory for the DEA Laboratory System to follow. I designed and helped develop a fingerprint database used to track exhibit information. I planned and coordinated the construction and conversion of a secured vault area used to temporarily store evidentiary material.

I developed methods for and conducted analyses on evidentiary samples utilizing a full range of modern analytical techniques used to detect the presence of controlled substances and related materials, served as a specialist and consultant on forensic, chemical, and technical matters in the field of controlled substance analysis and advise state, local and international officials on matters pertaining to controlled substance (e.g., narcotic and dangerous drug) analysis. Additionally, I have testified in Federal and state courts as an “expert witness”, presented technical testimony, and defined analytical methods and results.Lastly, advised and assisted DEA Special Agents in the performance of certain enforcement activities such as clandestine laboratory seizures and vacuum sweep searches.

The duties performed as a Scientist II at the United States Naval Research Laboratory were to research and develop gas chromatograph/mass spectrometry methods for the detection and analysis of trace level illicit drugs in various biological matrices. Examples of such illicit drugs in varying matrices of interest are LSD and cocaine with its analogs in human hair, sweat, saliva, and other sebaceous fluids. Additional responsibilities involved maintaining all analytical instrumentation, writing detailed reports and research notes, and presenting research information to colleagues at national symposiums.The duties performed as a Scientist II at the United States Army Picatinny Arsenal are quality control testing on energetic material (HMX, RDX, solid propellants, etc), utilizing gas chromatograph and liquid chromatography methods. Additional responsibilities involved maintaining all instrumentation, writing detailed reports and research notes.
