Established in 2016, the U.S. Naval War College Ethics and Emerging Military Technology (EEMT) program has produced scores of graduates. Competitively selected candidates research and write professional papers on emerging disruptive technologies increasingly germane to national security, such as artificial intelligence, biowarfare, human enhancement, autonomous technology, social media, cyber operations, neurowarfare, and blockchain economics. The program coordinates Ph.D. mentors and interns for each of the candidates, who are required to create publication-quality research and analysis of their chosen topic. EEMT scholars have used their research to publish in academic journals and books as well as present at professional conferences. Students also complete the flagship “Ethics of Technology: Warfare, Society, and Disruptive Technologies” course plus three additional two-credit elective courses related to ethics and technology.The program has developed numerous research connections with a variety of organizations, agencies, and institutions to expose EEMT candidates to thought leaders in academia, government, and industry. The National Security Commission on Artificial Intelligence (NSCAI), Defense Innovation Board (DIB), Cyberspace Solarium Commission (USCSC), and Defense Advanced Research Projects Agency (DARPA) are but a few of the many connections candidates have been able to take advantage of through their matriculation in the program. Most recently, for example, the Special Competitive Studies Project collaborated with the EEMT program on national security, technology, and ethics research. Additionally, the program hosts many leading speakers and experts with cutting-edge insights in topics such as artificial intelligence, neurotechnology, nanotechnology, biotechnology, information technology, and robotics, among other disruptive technologies.EEMT military and civilian graduates represent Navy, Army, Marine Corps, Air Force, Space Force, Central Intelligence Agency, National Security Agency, Office of Director of National Intelligence, Special Operations Command, Department of Energy, Department of State, National Geospatial-Intelligence Agency, National Reconnaissance Office, Naval Undersea Warfare Center, The White House, and several foreign countries.
