Tom joined Barker in 2020 and became part of the partnership team shortly after. He has over 15 years of experience in providing strategic property support and technical advice for a wide variety of clients across the UK. As a Chartered Building Surveyor with extensive knowledge of the public and education sectors, Tom brings a wealth of experience to the Practice. His experience includes Project and Programme Management, Decarbonisation Strategy Development, Estates Advisory Services, Built Asset Data Management and Funding Advice. Tom’s role within Barker is to support the diversification of their core business with a particular focus on energy and decarbonisation within the public sector. Given his technical background, Tom is also focussed on supporting clients in improving their estate operations through use of smart estates data strategies and PropTech, working with Barker's sister company EO Consulting.

Tom is responsible for EO Consulting’s business operations. He manages the implementation of business guidelines and strategies to ensure smooth functioning of the business. Tom directs all commissions and project delivery processes along with finance, resource and service quality management. Tom’s belief in the importance of attention to detail and on-site understanding and collaboration with clients and peers as well as his commitment to cutting edge, low energy, sustainable technologies are fundamental to the business’ approach.

Tom joined the business in 2005 and is a Director of the firm. His current role involves him leading Arcadis' UK Schools and Trusts business.Tom comes from a strong technical background and has a worked across Central and Local Government project frameworks as well as a range individual schools, Academy Trusts and commercial operators. He is now focussed on developing Arcadis' existing schools business with a specific focus on working directly for Academies and Independent Schools.Tom has a strong track record in taking clients through periods of transition and supporting during times of change. In recent years this has included implementation of PMOs for multi-million pound school expansion programmes, asset investment and modernisation programmes to education estates, compliance management and asset management services as well as professional and strategic consultancy services.Tom’s early professional experience was as a Building Surveyor and he has provided project management services on a wide variety of projects across the UK. Through this Tom has acquired valuable operational and service delivery management experience of working in large high profile organisations with multiple stakeholders including in-house property and facilities teams and external service providers.Tom enjoys giving something back to the industry through his work as an external RICS APC Assessor and as APC Counsellor to developing professionals at Arcadis.
