Requirements Manager, Capability Branch, Capability Development Directorate, ACT (July 2021-Present)Serves as requirements manager for NATO air basing (AB) within the SACEUR’s area of responsibility in Europe. Assists with the delivery of key products as outlined in the command’s Capability Development Directive: Capability Requirements Brief and Capability Program Plan. Involved with writing requests for information to the 30 nations of NATO, analyzing their responses, and adjusting products as necessary. Coordinates meetings, virtual and in-person, for action officers to develop products as well as attending meetings with leadership to receive guidance and ensure that products remain aligned with overall strategy. Develop timelines to keep all AB stakeholders focused on key meeting dates. Assists in providing the AB Program Director the necessary information to deliver products to the capability manager on time and within scope.

Serves in the Robotics Branch integrating all robotic and autonomous systems (RAS) across the Army, using JCIDS and the Army’s operational gap database. Staffs RAS JCIDS documents within FCC and insures leadership attendance in Army Requirements Oversight Council meetings, from council of colonels thru 4-star briefings. Organizes Senior Leader Robotics Forums for General Officers and Senior Executive Services Leaders from the RAS community and Artificial Intelligence (AI) community of practices (CoP). Edits the Army RAS Strategy for publication, uniting ground and aerial systems under one governing document. Coordinates RAS efforts within FCC to synchronize an Army-level campaign for unmanned ground and Group-1 unmanned aircraft systems. Works with Army G-8 Robotics for resources and funding. Maintains contact with Research, Development, and Engineering Centers and TRADOC Centers of Excellence to ensure that RAS activities are integrated, ensuring smooth transition of RAS capabilities into the future Army. Maintains liaison with RAS components within Capability Development Integration Directorates within FCC. Designed and maintains Robotics Branch SharePoint Collaboration site for RAS and AI CoPs, which includes more than 350 RAS and AI points of contacts from around the country. Conducts bi-weekly teleconference for the RAS and AI CoPs. Organized and facilitated the first-ever RAS and AI Council of Colonels with the Army’s AI Task Force at the National Robotic Engineering Center, a part of Carnegie Mellon University.

Senior military analyst in the Joint and Army Experimentation Division (JAED) within the Concept Development & Learning Directorate (CDLD), Army Capabilities Integration Center (ARCIC) at Fort Monroe. Within the Operations Branch, assists in development of ARCIC’s Experimentation Plan that brings together all TRADOC experimentation battle labs in a coordinated effort to address Army Warfighting Challenges (AWFC) by examining solutions across doctrine, organizations training, materiel, leadership, personnel and facilities (DOTMLPF).

Served in the U.S. Joint Forces Command, Joint Futures Lab in Suffolk, Virginia, participating in discovery events, hypothesis testing, and demonstrations, using analytical wargames, constructive simulation and human-in-the-loop methodologies. Participated in the following key experiments --• Joint Integrated Persistent Surveillance (JIPS) – Served as J9 Experiment Support Team planner working to determine best methods / processes to establish joint persistent surveillance in an operational theater using assets from ground to space. • Noble Resolve 08 -- Served as lead planner for USJFCOM’s Noble Resolve 2008 Mass Population Movement Discovery Event with the Texas Military Forces. Coordinated scenario development and the participation of regional mission partners in Austin, Texas: FEMA 6 representatives, National Guard Bureau and US ARNORTH Deputy Defense Coordinating Officer (DCO). • Noble Resolve-2 2007 -- Served as Master Scenario Event List (MSEL) manager. Developed the MSEL and coordinated with the J9 scenario development team to incorporate the MSEL into the experiment design framework, which supported U.S. Northern Command's (NORTHCOM) efforts to enhance homeland defense and improve military support to civil authorities in advance of and following natural or man-made disasters. • Urban Resolve 2015 -- Served as Land Operations Officer in the Joint Task Force (JTF) Joint Operations Cell (JOC) for three Human-in-the-Loop (HITL) experiments. Worked with the Joint Forces Land Component Commander (JFLCC) Operations Officer on current operations to isolate insurgents and control critical infrastructure within Baghdad. • Multinational Experiment IV -- Served as lead contractor in the Coalition Forces Special Operations Component (CFSOCC) cell, testing Australia, Canada, Finland, France, Germany, Sweden, United Kingdom, NATO and USA execution of Coalition Effects Based Operations (EBO).

Served as contractor supporting the Office of Domestic Preparedness (ODP) in the Office of State and Local Government Coordination and Preparedness (OSLGCP).• Member for development team of the DHS Universal Task List (UTL), a listing of unique tasks that facilitate efforts to prevent, protect from, respond to, and recover from major events as depicted in the National Planning Scenarios. • Assisted the Homeland Security Institute (HSI) modifying the taxonomy of the UTL to support a DHS-wide assessment of critical homeland security mission areas. • Reviewed, consolidated and deconflicted comments from national stakeholders in the spiral development of follow-on versions of the UTL. • Authored a systematic approach for consideration by the Director, Office of Policy, Initiatives, and Analysis, OSLGCP, for a comprehensive, long-term task development process, linking critical tasks with associated conditions and performance standards upon which to base the nation’s Target Capabilities List. • Supported OSLGCP during a DHS Capabilities Workshop of 300 homeland security professionals from across the country. Facilitated the individual workshop for Victim Care -- a functional capability area supporting the National Planning Scenarios developed by the Homeland Security Council.

Member of an internal Joint Capabilities Office within the Joint Warfighting Center, J7, focused on developing procedures for integrating joint warfighting capabilities -- Joint Experiments, Joint Test & Evaluations, Advanced Concept Technology Demonstrations (JETA) -- into joint training events as potential solutions to identified combatant commander deficiencies.• Principle writer and coordinator for JWFC’s Capabilities Integration Manual (CIM) (USJFCOM 8200.1-M. Coordinated handbook with key warfighting capability sponsors to ensure a smooth integration of new capabilities into joint training events for test and evaluation. • Served as liaison with Office of Force Transformation (OFT) in their attempt to author policy for new warfighting capabilities development across all combatant commands. • Provided understanding to sponsors in the warfighting community how the Joint Training System (JTS) and the Universal Joint Task List (UJTL) are used to translate a combatant command’s specified and implied tasks into a Joint Mission Essential Task List for inclusion into a Joint Training Plan (JTP). •Provided guidance to warfighting development sponsors in using the UJTL to identify tasks appropriate for testing and validating new capabilities in joint training events.

As part of JWFC’s Joint Training Division, served as principal coordinator for DoD’s effort to standardized taxonomy and lexicon for describing requirements for planning, readiness reporting, joint military operations, and joint training for the Joint Staff, Military Services, combatant commands, joint organizations, including subordinate joint force commands, joint task forces, combat support agencies, and other agencies responsive to the Chairman of the Joint Chiefs of Staff.• Authored Joint Staff strategy for updating DoD’s Joint Universal Task List (UJTL). Developed the requirements to transform the UJTL into a web-based database with updated taxonomies. Devised a system to update the UJTL within six months rather than a two-year process used in previous versions. • Principal coordinator at the Joint Warfighting Center for updating the UJTL, plus its Classified Supplement, for the Joint Staff -- one of four key DOD manuals supporting the Joint Training System (JTS). • Initiated the creation of a formal UJTL support community of Subject Matter Organizations throughout DoD. • Authored a UJTL Tutorial to guide the UJTL community in submitting changes to current text as well as procedures for proposing new recommendations.• Developed the first-ever UJTL dictionary, cross-referenced by task to levels of war. • Developed the initial JMETL for U.S. Joint Forces Command (USJFOM) Contingency Plan dealing with domestic consequence management for weapons of mass destruction. • Developed DoD prototype Assessment Plan for how combatant commanders assess their JMETLs, incorporating the tracking of training objectives, resulting in command assessment of JMETs by training audiences and missions. • Developed JTS linkage process for establishing interoperability of mission essential tasks between independent combatant commanders and among supporting commanders.
