Tom Franks has extensive professional and technical experience in the analysis, development, implementation, and evaluation of energy efficiency and renewable energy programs. He has worked for the Vermont Department of Public Service and the New Hampshire Office of Energy and Planning. Mr. Franks is a skilled facilitator of multi-party stakeholder processes and a trained mediator. He brings a broad perspective to his work from his past accomplishments in managing small businesses, creating and managing community service organizations, and service in local government and community organizations.
