 Support Supplier Relationship Management (SRM) activities Negotiate to achieve maximum overall cost effectiveness for turnarounds while meeting clients objectives. Understanding and utilizes the tender process, legal terms and conditions, and acceptable Texas Petrochemical Company (TPC) contract management practices. Interacts directly with internal clients, material suppliers, and service contractors to ensure accurate turnaround safety, job scope, and legal requirements are communicated and met. Review all contract purchase order, establish the schedule for all contract expenditures and audit Contractor performance comparing planned expenditures with schedule performance. Work together with Area Managers, supervise the work being carried out by the Contractors in their work areas, ensuring the contractors comply with: Contract Conditions, provide sufficient manpower, Equipment and material to meet schedule, Quality of Work, and Company Rules and regulations. Establish and maintain an effective procurement system consistent with clients control guidelines to monitor the overall turnaround procurement process, approved contract strategies, expediting, P2P, etc. helping to improve overall procurement efficiency for turnarounds.

 Oversight of the contract management process, as well as development of specific standards for bidding and submission, contract negotiations and document management. Develop and execute Procurement strategies relating to Turnaround, Construction, and Maintenance. Provide support in writing complete scopes of work, provide execution contract boilerplates, prepare bid packages, dynamically track and coordinate execution of work, mediate approved execution contracts, and coordinate and negotiate repair of found fieldwork for all crafts within an assigned Turnaround Block. Ability to author project procurement and contracts strategies integrated with Engineering and Construction sequencing. Work closely with Project Managers, Engineering, Construction Management, and Maintenance teams to oversee contracts, drawing submittals, communication, documentation, schedules, and site functions. Responsible for the coordination of all RFP’s/Contracts from engineering through to construction completion.

 Provide capital and operational buying for oil and gas equipment and services. Communicate issues and status to Project Engineering, Operations and SCM leadership on a frequent basis. Supports vendor management for goods and services as it relates to the on-time delivery and quality of product and services. Assess & manage the commercial risks associated with large orders with any supplier and protect company interests (this includes the assessment of the suppliers workload during the contemplated delivery time). Support project engineering teams. Performs and assumes other duties and responsibilities as may be required by the immediate supervisor.

 Support the Engineering Department with the timely procurement and delivery of construction, architectural and structural services Protect Company assets by procuring services in an ethical manner that meets the Company’s strategic goals and provides the greatest overall monetary value to the supply chains Prioritize, develop, negotiate and administer contracts to obtain cost reductions/avoidance while managing working capital, security of supply, and reducing risk terms and conditions Coach and mentor Procurement team to insure capability development and sustained successful interaction with key stakeholders in service of plan delivery and continuous improvement. Insure compliant behavior and actions are in place with regard to all applicable Procurement standards, policies, and Delegations of Authority

* Managed material and equipment needs for $2 billion worth in construction projects; responsible for planning and coordinating supply chain activities for plant materials and engineering, procuring, and construction (EPC) services for Nuclear Enrichment Project.* Maintained and scheduled international shipments, ensuring materials and equipment arrived on time.* Directed 10 personnel responsible for $200 million in contract services and material purchases annually.* Sourced suppliers for purchased goods and negotiated favorable contracts that included blanket agreements and bulk commodity pricing arrangements.* Oversaw development of complex procurement and engineering service contracts including professional design services, maintenance, construction, and staffing.* Collaborated with engineering staff, legal counsel, and outside contractors to manage multimillion-dollar contracts through completion of bid and request for proposal process and contract award.

 Oversaw all procurement support personnel and planned, coordinated, and managed supply chain activities for the balance of plant materials and services required of Integrated Projects  Prepared, evaluated, negotiated, expedited, and administered purchase of equipment, materials and subcontracts on refining expansion project. Conducted regular site visits to determine capacity, ability to meet requirements, specifications, and delivery dates of Integrated Projects suppliers Tracked supplier performance for $20 million to $2 billion projects.
