Tom has been a graduate faculty member in adult education since 1982. He was most recently the director of the doctoral program in adult education at National Louis University—a program that attracted students from throughout the United States, Canada, and the Caribbean. He received his Ph.D. in Adult Education from the Union Institute and University in 1980. The principal focus of his research, study and practice has been on relating the education of adults to increased democratic participation in decision-making, linking this educational work with action for social change.Prior to his university engagement, Tom was the director and co-founder of a Chicago-based organization that developed education and research projects with low income and oppressed groups. Projects focused on indigenous efforts to build democratic structures and transform local conditions.He was among the founding members of the North American Alliance for Popular and Adult Education (NAAPAE) and is a former vice-president of the International Council for Adult Education. Most recently, Tom has joined with several colleagues to form Adult Learning Unleashed, ALU Consulting, a group promoting democratic change, social justice, and equity through adult education.
