Tom has 19 years experience delivering multi-million pound national and international energy efficiency projects and programmes. An international expert in product efficiency, standard setting, conformity assessment, testing, verification and market surveillance - covering a broad spectrum of domestic and non-domestic technologies, from appliances, heat pumps, televisions and boilers to motors, servers, commercial refrigeration and professional foodservice. Tom delivers voluntary, best-in-class product efficiency schemes, and advises on legislative adoption of Ecodesign and Energy Labelling regulations for a variety of clients in the UK (DESNZ, BEIS & DECC), the EC (DG GROW, DG ENER, DG NEAR, DG ENVIRONMENT and EASME), the European Bank for Reconstruction and Development (EBRD; Ukraine) and the United Nations Development Programme (Turkey). Tom is fully integrated into UK and International supply chains, with very strong connections to a variety of trade associations, manufacturers and suppliers, as well as policy making and implementation. Tom is a Consulting Director at ICF and a Senior Expert for UK Government on Product Policy for Energy related Products. Tom is Project Director for the Energy Technology List (ETL) for DESNZ. For 7 years Tom provided technical briefings on regulations for minimum performance standards (Ecodesign) and energy labelling, as well as leading the product standard setting and review process, stakeholder engagement, conformity assessment and product technical assessment for the ETL. Tom is currently Project Director for three Ecodesign review studies for DG GROW, covering servers and data storage products, power transformers and ventilation units. Previously, Tom project managed the Ecodesign and energy labelling preparatory study for hand dryers (2018-2020). Tom was also Project Director for UKRI's economic appraisal for a UK ecolabel and the Office for Product Safety and Standard's market mapping of construction products.Tom was Senior International Energy Efficiency Policy Expert for EBRD and DG NEAR delivering a policy dialogue in Ukraine to support the legislative adoption of Ecodesign. From 2012 to 2015, Tom delivered four EASME IEE/H2020 projects on best in class ErPs and market surveillance. In 2012 Tom completed the technical authoring of PAS 2030 for installation of energy efficiency measures under the Green Deal and ECO and completed a consultancy contract with UNDP providing ErP policy and market surveillance expertise and training for 300 Government Inspectors in Turkey.
