Mr. MacNeil is a Senior Environmental Engineer with twenty years experience in the area of contaminated site management and remediation. Mr. MacNeil has conducted hundreds of multi-phase environmental site assessments (Phase I, II and III ESAs) throughout Atlantic Canada. These assessments have been performed for both operating and decommissioned retail and bulk petroleum storage facilities, residential dwellings, commercial, industrial, military and government facilities. Mr. MacNeil’s duties have included project management, report preparation, technical review and execution of field duties.Mr. MacNeil has extensive experience in design, maintenance and operation of LNAPL recovery systems and soil and groundwater remedial systems for dissolved phase hydrocarbon contaminated properties. His duties have included remedial technology options analysis, pilot testing, conceptual and detailed design, tender preparation and evaluation, supervision of contractors, system commissioning and maintenance, monitoring, QA/QC and third party review. Mr. MacNeil has experience utilizing various remedial technologies including multiphase vacuum extraction, dual phase extraction, in-situ bio-remediation, excavation, soil vapour extraction, and groundwater pump and treat. He has also been responsible developing and implementing system optimization programs, conducting regularly scheduled sampling of monitoring wells and maintenance of remedial systems.
