Dr. McSweeney has performed numerous facility and transport risk and safety assessments. Assessed transport risks for both hazardous and radioactive materials considering all modes of transport. Recently performed liquid and gas transmission pipeline risk assessments. One recommended operational changes to improve performance and the other demonstrated the pipeline could be operated safely. Performed an independent engineering evaluation of the Keystone XL Pipeline risk assessment; statistically showing the pipeline portion could be treated an independent system. Published the first transport risk assessment using Access. The database functionality rapidly generated the results in the many summary level table formats, enabled the results to be independently validated, and resulting in project receiving two award fee milestones for the ease and timeliness of reporting. Developed an enhanced serious hazardous material truck accident database that demonstrated the importance of factors that had never before been quantified, e.g. package design, driver experience and the driver age. Developed a strategy to integrate safety and security risk into a web based hazmat routing tool. Used the tool to assess the transport risk through several metropolitan areas. FMCSA used the results in a report to Congress. Recommended the risk based HM routes for truck transport through downtown Boston that are currently being used. Developed a strategy to identity root and contributing causes of hazardous material transportation accidents. Assessed the risk of pipeline transport of supercritical carbon dioxide and crude oil. Dr. McSweeney is facile in using many assessment tools that have improved safety of operations and changed regulatory requirements.
