My remit is to strategically direct promotional and research campaigns to upscale innovations in climate change management and livelihoods enhancement. I seek out civil society and private sector partnerships and create alliances with organizations with similar or related climate change interests. My key achievements:• Synergized in-country diplomatic missions and a portfolio of global institutions to CCAEA.• Represented the Board in promoting the functionality of CCAEA across institutions.

I headed research project management to identify climate change requirements across communities in East Africa. I cultivated strong relationships with civil society officials and government ministries to formulate climate change strategies, create critical links, and promote awareness in the community of climate change on food production, distribution, and security. My key achievements:• Captured real-time data by creating a research mechanism covering all participants.• Convened annual symposiums and expos on food security and climate change in capitals.

My role focused on solution development based on individual client project needs across holistic environmental management, natural resources, sustainable development, climate change, research, and green/blue economies. I propelled elements of multiple projects, including water quality improvement, vulnerability studies, climate change, and micro-catchment plans in Uganda, Nile, Kagera, and Lake Victoria basins.

Key responsibility is on the human resource function of the university and specifically; recruitment of staff of the university; promotions/demotions and termination of services should ned arise but in accordance to the provisions of the university human resource manual and employment laws of Uganda provided by the law when necessary

At a senior government officials, I advised on environmental management and sustainable development. I sourced next-gen technologies and apps to conduct strategic assessments and incorporate social safeguards in national plans. I harmonized NEMA and lead agency strategies, policies, environmental activities, and implementation plans. I enforced environmental laws and in-country regulations to meet compliance. I coordinated the implementation of four Multilateral Environmental Agreements (MEAs). I led a public enlightening program as an environmental management tool based on research into emerging issues and current challenges in Uganda. On a national level, I set up a think tank to ensure transparent environmental and sustainable development data access across all key stakeholders. I prioritized effectively as UN Environment Program (UNEP) focal point in Uganda, Policy Committee on Environment, and global technical coordinator in-country. My key achievements:• Raised profile to generated a 500% NEMA budget increase in 5-years and 100% workforce.• Reduced pollution by 50% by defining an innovative Compliance Assistant Strategy.• Advocated the development of national guidelines and standards for workplace air quality.• Reduced environmental mapping, geo-referencing, and project delivery time by 50%.• Integrated social and environment apps, dimensions, assessments, and social safeguards.• Launched a previously sought after solution for holistic biannual environmental preparation.• Conceptualized and propelled the implementation of a financial law for single plastics use.• Sourced partnerships to set up and put into action an educational/public awareness plan.• Devised and applied a rigorous strategy to respond to refugee environmental issues.• Generated funding as a Uganda representative at the COPs' capacity-building stream.• Formulated systems, procedures, and processes for ecologically sensitive projects.

Providing overall policy guidance to Makerere University Business School (MUBS) operations and academic affairs and ensuring the implementation and periodic reviews of the university strategic plans; approval of budgets, review of quarterly and annual financial reports, and updating the full council on the financial health of the university.

I was recruited as Chief Executive and Accounting Officer of the Commission to formulate sustainable development policies and implement various projects, programs, and strategies in line with the vision. I leveraged partnerships and the private sector to establish mechanisms and mobilize funds, in addition to negotiating Partner State positions in the basin and resolving resource-related conflicts. I formulated budgets and strategic plans, program monitoring tools, and reports to present to the commission at annual meetings, with influence over driving a corporate culture of positivity and a high reputation in the region. My key achievements:• Increased staff supplement from four to 48 FTE and drove the budget up to $44m.• Positioned a new HQ in Kenya for success and initiated operations in Lake Victoria Basin.• Negotiated the EAC Climate Change Policy, launched a dedicated unit at LVBC.• Steered the direction of projects and investments in the basin by translating vision.• Negotiated funds with World Bank to initiate five projects such as phase two of basin.• Prepared the LVWATSAN project in 15 towns to meet AfDB compliance and secured grant.• Mobilized private sector funds to install a communications ring as backbone infrastructure.• Set up the Lake Victoria Civil Society Network (LVCSN) to involve CSOs in partner activities.• Introduced a natural resource funding model to secure meaningful partnerships.• Built and nurtured long-term partnerships with key regional and global stakeholders.• Piloted the Lake Victoria Investment forum and onboarded partners in highest echelons.

The functionality of my task as the Program Officer of the Lake Victoria Development Programme was to establish the base infrastructure for the newly constituted East African Community decision to jointly develop the Lake Victoria Basin as an economic growth zone given its vast shared resources. Key tasks and hence experience drivers included: Coordinating the negotiation process for the Legal and Institutional arrangements for the management Lake Victoria Basin among partner states in line with the Treaty provisions; Liaising with international and regional partners with similar shared initiatives such as Nile Basin Initiative, the Helsinki Commission; the Great Lakes Fishery Commission; Coordinating the implementation of the Partnership Agreement on sustainable development of the Lake Victoria Basin between EAC Secretariat and its partners, and coordinating the preparation and development of the Lake Victoria Basin vision framework. The result of executing the above and built experience were: signing and ratification of the Protocol for Sustainable Development of Lake Victoria Basin by all Partner States; signing of the EAC Protocol of Environment and Natural Resources; adoption of the Shared Vision and Strategy Framework Strategy for the Management and Development of Lake Victoria Basin as a Planning Tool by all Lake Victoria Stakeholders; concluded cooperation arrangements (Memoranda of Understanding (MOU’s)) on the Lake Victoria Basin with key international stakeholder organizations namely: International Conservation Union (IUCN); the World Agro-forestry Centre (ICRAF) and the World Wide Fund for Nature (WWF). All the above eventually led to the establishment of the Lake Victoria Basin Commission.

The position of Manager Quality Management, Training, Research and Development was a multifaceted assignment with main task and responsibilities of: Implementing a quality management system in all the departments targeting improving competitiveness, effectiveness and flexibility for the whole organization; Developing policy guidelines for internal management quality audits; Coordinating/facilitating internal (in-house) and external bench marking training programs for staff with a focus on enhancing individual and organization performance; Identifying and implementing comprehensive Research and Development programs that specifically addressed the unique problem areas across all the NWSC sections; Supervising the implementation of the water quality management functions of the organization; Liaising with external organizations in matters involving health and environmental issues particularly on water and sanitation, pollution and environmental standards with other relevant Uganda Government Institutions, private sector and other local and international organizations The results achieved include: establishment of an operational quality management system with a number of NWSC Water Supply Areas becoming ISO 9000 compliant and accredited; Research and Development operations launched within the Corporation, and establishment of operating procedures for a Commercial Consultancy Services Unit that to date forms the cradle core function of the corporation

The key tasks that assigned for the docket of a Water Quality Manager was to ensure that the water supplied by the corporation was wholesome and the sewerage collection and treatment complied with the set national regulations. To attain the above involved: Planning, development and executing Water treatment protocols for the different operation areas of the Corporation; Planning, Operationalization and supervision of all water and effluent monitoring programs within areas managed by NWSC; Ensuring compliance to standards and customer satisfaction on the quality of water supplied in all areas of the Corporation; Project Development, coordination and monitoring – Lake Victoria Environment Management Project and Kampala Water Quality Monitoring Project, and Promoting in-house research performance improvement program and project coordination. Undertaking the above resulted into: expansion of the water quality monitoring laboratories from one to twelve country wide and a reduction of the corporations’ water treatment chemicals consumption by 40%; establishment of a network of water quality monitoring stations and a robust response system to ensure standards compliance for water in supply in all areas of operation; Increase in the research capacity of the corporation for addressing the water and wastewater treatment challenges; redesignation of NWSC Central Laboratory to be also a Water Research Centre for both national and international uses; improved performance of Bugolobi sewage treatment plant; improved effluent of lake waters as a result of bio-manipulation of the upper Nakivubo and kirinya natural wetlands and; for the first time, total quantification of industrial and municipal waste loading into Lake Victoria was undertaken and the results from the exercise applied in management interventions

The main task for a university academic is to teach and research; so, this is what I principally did as a Lecturer in the department of Chemistry, Makerere University. Specific assignments included the following: Teaching and examination of undergraduate Courses; Supervision of practical and field classes; Development and preparation of research proposals and participation in actual work and supervision thereof. The outcome included: Initiation of outreach programs and partnership with processing industry on contract research options; Introduction of a research program on Environment and water Chemistry applications and Publication of two academic papers in international journals
