Manage large scale Intelligent Transportation System technology upgrade for VDOT's Northern Regional Operations including managing the transition of VDOT's most complex Transportation Management Center to VDOT's McConnell Public Safety Transportation Operations Center (MPSTOC); defining, procuring, implementing and managing VDOT's Statewide Advanced Transportation Management System (ATMS) while adhering to Virginia Information Technology Agency SDLC requirements and FHWA system engineering requirements; managing traffic signal systems; Road Weather Information Systems; ITS telecommunications networks; technology related to Critical Infrastructure; managing the Center to Center integration with the I-495 Express lanes contractor, and managing VDOT's technology integration with the Metropolitan Area Transportation Operations Coordination group (MATOC) including leading the Change Control Board for regional transportation systems. Manage statewide system development and ITS deployment in a matrix organization utilizing cross-functional teams.

Manage technical staff of seven application/GIS developers to produce advanced technology applications for transportation adhering to waterfall, agile and rapid prototyping software development methodologies within a SDLC framework. Adhere to Virginia Information Technology Agency SDLC process and required milestone delivery. Manage business process re-engineering, requirements definition, system design, integration testing and deployment. Develop geo-spatial applications for management of snow removal, asset management, pavement management, customer service, project planning/permitting and land development. Integrate new technology projects schedule, scope and budget with VDOT’s Strategic Technology Plan. Develop and lead internal business process re-engineering to implement project management and project tracking tools including spatially-enabled tools to manage and ensure quality control on over 5000 active utility relocations within VDOT’s right-of-way.
