Mr. Poindexter, who has over 46 years in the nuclear industry, represents nuclear energy clients in licensing and regulatory matters before the Nuclear Regulatory Commission (NRC). As a partner at Morgan Lewis (law firm), Mr. Poindexter was the lead outside counsel for the Department of Energy’s successful submittal of a license application to the NRC for authorization to build the Yucca Mountain high level waste repository prior to project termination. Mr. Poindexter’s administrative law practice also involves assisting nuclear power plant licensees to recover from regulatory, investigation, enforcement and regulatory compliance concerns in the United States, Canada, and overseas. He focuses on emergent issue response, facility performance situations, and regulatory/strategic planning. Prior to joining Morgan Lewis, Mr. Poindexter was a partner at Winston & Strawn in the same capacity. Mr. Poindexter’s background is unique in that he also has a degree in nuclear engineering from Purdue University, worked for a nuclear utility building a nuclear power plant, and worked as a nuclear/systems engineer for the NRC for seven years in various technical positions. Most notably, he was one of a core group of NRC on-site personnel between 1979 and 1985 responsible for inspecting and overseeing the post-accident clean-up activities at Three Mile Island (TMI-2). He also was the on-site NRC Licensing Project Manager at TMI-2 for several years. His inspection and engineering activities at TMI-2 included being the first NRC official to enter the TMI-2 containment building after the event, overseeing the one-of-a-kind first inspection of the TMI-2 reactor core, and supporting several presidential inquiries into the accident.
