Tom Scott: a former Executive Director in the Government Operations and Services Sector of the Treasury Board Secretariat, was responsible for central agencies and offices of independent officers of Parliament. He is an experienced senior advisor with over 40 years of challenging experience in - expenditure management, budget planning and control, including project direction for the Budget Office Systems Renewal Project and the Expenditure Management System- comptrollership in large departments, notably for internal control and management of risk; and for training and coaching in these fields for executives and senior managers- risk-based security management assessment- Ministerial submissions to the Treasury Board - Strategic Review and expenditure review assessment His experiences include senior directorships in Expenditure Management and Expenditure Policy and Analysis sectors of TBS, as well as general-director responsibilities in departments and agencies, notably in the area of comptrollership modernization. He was the TBS lead director for Modern Comptrollership during the period of the Secretariat's response to the Independent Review Panel report. He is also adept at integrating evaluation into program design, was the senior advisor to the Secretariat evaluation committee, and also the senior director for the national evaluation of the Canada Infrastructure Works Program. Mr Scott was engaged in the modernization of the Treasury Board financial management policy suit, for the Comptroller General. His expertise in this area will help deputy heads and CFOs prepare for management statements on risk-based internal control.
