Provide technical and Information Management support to OCAO/SECO including Environmental Management Systems (EMS), Safety and Environmental Assessment Program, and office IT activities.Develop and manage a multi-level, multi-user Geographic Information System (GIS) to manage NOAA’s Facilities, Real Property, and other assets. Combine and integrate into a comprehensive GIS system a variety of data types and formats. Develop data delivery requirements for field contractors. Perform GPS surveys in the field and evaluate accuracy data. Perform spatial analysis of field data, including contaminant extent, excavation volumes, and other statistical analyses. Direct contract staff and interns in GIS data entry and manipulation, site sample design and spatial analysis, website design, and data archiving. Related accomplishments:Managed a joint project (NOAA and USGS) to produce the first standard map products ever produced for the Pribilof Islands (USGS Topographic Maps, DOQQ’s, DEM’s,DLG’s and Digital Raster Graphics.) Directed and performed a field GPS survey to gather photo control data. Managed the procurement of satellite imagery for the Pribilof Islands. The control survey mentioned above resulted in a savings of more than $15,000 to the Project, since additional contracted ground control was not needed.Provided short notice and near real time mapping in support of NOAA, EPA and US Coast Guard preparations and response to natural disasters including hurricanes, wildfires, earthquakes, and floods; including management of hazardous material and oil spill data. Previous work included support of NOAA oil spill response and restoration efforts for several events, and for Watershed Management Projects dealing with EPA and Responsible Parties, regarding damage assessment and habitat restoration.
