Fish Passage ScientistColumbia River Inter-Tribal Fish Commission May 2012 - PresentPortland, Oregon AreaI am employed by the Columbia River Inter-Tribal Fish Commission, which is a contractor for the US Department of Interior, Bureau of Indian Affairs (P.L. 93-638). We represent four member tribes: Umatilla, Yakama, Nez Perce and Warm Springs. I study and advocate for improved fish passage conditions at dams in the Columbia River Basin. In order to fulfill my obligations to the tribes, I have worked with numerous Federal, State, Tribal and non-governmental representatives and have been involved with Federal Energy Regulatory Commission licensing, Clean Water Certification, various National Environmental Policy Act processes and the Endangered Species Act. My current work is a prefect nexus of my academic and working experience in the fields of hydrologic science (MS) and fisheries conservation biology (BS). My current professional activities are diverse: 1) I serve on the Priest Rapids Coordinating Committee, working in the Mid and Upper Columbia River, 2) I serve on the Caspian tern and double-crested cormorant management teams, 3) I'm involved in the FERC re-licencing of the Hells Canyon Complex.

Hydrologist And Fisheries BiologistMonterey County Jan 2007 - Apr 2012Salinas, California AreaI wrote and implemented a comprehensive fisheries and water quality monitoring program for a watershed with a federally listed species (steelhead trout), which is based largely on ESA Section 7 and 10 consultation with NOAA - NMFS. In order to carry out this work, I obtained specialized training and state and federal permits (CDFG Scientific Collection Permit: 801238-04) to capture and monitor federally listed fish (steelhead trout) and herpetological species (red-legged frog, California tiger salamander and western pond turtle [species of special concern]) found in the Salinas Valley Watershed.Work was often coordinated between state, federal, and municipal agencies and included the management of two consulting fisheries contractors and supervisory responsibilities for a few in-house water resource technicians. Components of my work included: 1) management of a coordinated surface and groundwater data collection program using Hydrolab MS5 data sondes, In Situ pressure transducers, Onset HOBO temperature devices and the collection and analysis of surface water grab samples for nutrients and pesticides, 2) electro fishing, underwater visual fish counts, hoop netting and rotary-screw traps and 3) interpretation, analysis and writing annual reports. I co-wrote the county AIS prevention program and I am a level II certified quagga/zebra mussel inspector. In addition, I have worked closely with a Monterey County Parks Ranger to educate and train citizenry and staff near the two reservoirs. To date, I have personally trained and certified more than 250 people as level I quagga/zebra mussel inspectors.I have also performed a water budget analysis on the two reservoirs and I have considerable experience performing surface water flow measurements, ground water well measurements, in-stream habitat characterizations and redd surveys. -
Graduate Student ResearcherUniversity Of Nevada, Reno Jan 2004 - Dec 2007Reno, Nevada AreaUnlike many of my peers, the grant proposals that eventually funded this graduate work were written by myself, while my advisor and myself were the stewards of the funding.This was a very comprehensive study involving the interactions between an urban fishery (rainbow trout) and a federally protected, migratory bird (double-crested cormorant). There were three main components to the work: 1) Mark-recapture and a novel modeling approach using Program MARK to estimate the number of trout eaten by cormorants, 2) Nutrient loading to the lake by resident and migratory birds, and 3) the study of water quality in the lake during the scope of our work.In total, myself and numerous volunteers marked and released more than 7,500 trout with T-Bar anchor tags over two years. I developed and coordinated this project with volunteers and state resource managers. Tags were collected on an island in the lake (cormorant nesting habitat), through creel surveys, and in the lake using trap nets, gill nets, and beach seines. An ad-hoc model was developed using parameter estimates from Brownie and Pradel models, which yielded total harvest estimates of trout.Using daily bird counts and supporting literature references, we produced a nutrient loading model to the lake from resident and migratory birds.We also measured many water quality parameters using a variety of sampling equipment and methods. Parameters collected include: temperature, dissolved oxygen, electrical conductivity, pH, phosphorus (TP and SRP), nitrogen (TN and TKN), and carbon.
