The BUPERS 3 Officer Community Manager (OCM) Reserve Branch is responsible for the community management of 26 Selected Reserve Communities and eight Full Time Support communities. This responsibility extends to issues that are Reserve and FTS-wide, (not community specific) as well as being a source for general information about Ready and Selected Reserve and FTS officer communities. Specifically, the OCM works in support of the Chief of Naval Operations, N1, and Navy Enterprises to provide accession plans, promotion plans, retention plans, lateral transfer plans, force shaping plans, incentive plans, force modeling and forecasting, community health assessments, strategic-level options, and other analyses that are timely, data-driven, and accurate.

Entered the Navy out of High School through the Nuclear Power Program. Held operator, maintenance, and supervisory positions at sea (submarines) and ashore throughout Navy tenure. Selected and qualified for Command. Completed two Commanding Officer tours throughout Navy service. Earned Bachelor and Master degrees while serving in the U. S. Navy.

Uss Texas (Ssn 775), Newport News, Va

Assisted in the establishment of an operational Engineering and Damage Control program on the newest class of submarines, the state-of-the-art Virginia Class submarine. The Texas is the second of the class. Developed training and maintenance programs. Developed a tank inspection program. Attended factory schools on the operation, maintenance, and design of Virginia Class systems. Set up a Submarine Navy Dive program from the ground up. Performed nuclear certification tests on reactor plant and conventional engineering systems.

Uss Minneapolis- Saint Paul (Ssn 708)

Performed all functions associated with submarine communication, damage control, reactor plant, and conventional engineering systems on the Los Angeles class fast attack submarine. Administered maintenance and quality assurance programs onboard the submarine. Directly responsible for reactor plant chemistry and for the safe operation of the engineering plant. Qualified for surfaced and submerged operations of the submarine. Qualified as Navy Engineer during tour. In addition, supervised the Navy Scuba Diving operation onboard the submarine.

Led a senior executive office staff providing administrative, travel, and clerical support to a three star admiral writing policy and standard operating procedures seeing to the well-being of over 62,000 personnel. * Hand selected as the functional lead for the Office of the Chief of Navy Reserve (CEO) on the revolutionary assignment and task tracking system used to process the multitude of Congressional, Department of Defense, Secretary of the Navy, and Navy Operational Staff correspondence affecting over 62,000 personnel. *Developed an internal correspondence-tracking tool, which streamlined workflows and improved processing efficiency by more than 50%.

Navy Operational Support Center, Louisville, Kentucky Area

Led a 270-person organization with a $1.5 Million operating budget at a 300,000 square foot facility to deliver 5,631 person-days of trained, equipped, and ready support to the operational Navy worldwide annually in order to meet all mission requirements and assigned tasking by the President of the United States.

Commander Navy Reserve Forces Command, Norfolk, Virginia Area

Led a team composed of military and civilian contractors in the development, operation, maintenance, and deployment of a $1.4 Million Navy Reserve Readiness Module (NRRM) software program used to monitor and report organizational readiness and spearheaded the upgrade release of Version 3.0, along with seven iteration (build) releases as Program Manager.

Navy Personnel Command, Millington, Tn

Provided manpower, personnel, training, and education support to the Navy Expeditionary Combat Enterprise. Manages the assignment and placement of Civil Engineering Corps, Explosive Ordnance, Foreign Area, and Public Affairs officers. In addition, oversees the training and travel budget for the officer corps mentioned above.
