Pipeline Compliance Solutions, LLC (PCS) provides consulting services to transmission and distribution pipeline operators pertaining to programs required by the Pipeline and Hazardous Materials Safety Administration (PHMSA). Services include internal audits, gap analysis, and program revisions for operation and maintenance, emergency, damage prevention, distribution integrity management, operator qualification, and public awareness programs.

Primary responsibilities include identification of operator training needs followed by planning, development, and implementation of presentations to meet these needs. Responsible for planning seminars, schools, and meetings in conjunction with the Tennessee Gas Association, Transportation Safety Institute, and other pipeline industry groups. Perform inspections with Gas Safety Engineers, evaluate inspection techniques, and make recommendations for more effective inspections. Provide support to the division Chief by preparing written responses to operator questions, conduct research, and other projects as dictated by need. Schedule and perform statewide inspections of intrastate pipeline systems. Prepare written reports identifying areas of non-compliance and action required to comply with pipeline safety regulations. Conduct follow-up inspections to ensure that operator has performed corrective action to achieve compliance. Review proposed construction specifications and conduct construction inspections to assure new pipeline facilities meet the requirements of pipeline safety regulations. Conduct incident investigations to determine cause and recommend action to prevent recurrence.

Responsible for design, material procurement, and technical oversight of measurement, telemetering, dehydration, pressure control, and compressor facility projects. Developed estimates for proposed projects. Participated in construction and start-up activities of larger, more complex projects.

Provided technical support to compressor stations in two pipeline divisions. Participated in research and implementation of fuel/air ratio control of natural gas compressor units at eleven compressor stations. Utilized analysis equipment to determine condition of compressor units and improve efficiency. Served as project engineer during plant improvements and as liaison with Houston Engineering Department on large projects. Supervised improvement project personnel.
