About Tom Keith
I'm an expert in Middle Eastern and Eastern European Affairs. I recently worked with a range of clients developing and improving government acquisition policies and procedures. Most recently I have been assisting the Ministry of Defense in Romania on such matters. I use my expertise to provide advice for improving workforce management, developing improved policies and procedures, and establishing an open dialogue among the relevant actors in the system there. I draw upon my experiences working in and with many countries in both regions to assist clients with capacity building in the fields of operational planning, change management, marketing, and acquisition, and where needed assist in building international partnerships with other nations. I am a retired US Army Lieutenant Colonel, as well as a retired senior level U.S. federal employee at the grade of GS-15, with over 34 years of active government service. My core skills are in military and civilian logistics operations, supply chain management, security cooperation, strategy and operations, policy development, business development, diplomacy, and languages. I have worked with senior government leaders on policy and political interests in locations such as Saudi Arabia, Qatar, Kuwait, Egypt, Tunisia, Djibouti, and of late, Romania. I've worked on international projects in more than 10 countries across Europe, North Africa, and the Middle East. I am fluent in Arabic and familiar with several other languages. My Formal Education includes MBA/Master of Business Administration (not yet completed), MA in Middle East Affairs, and BA in Political Science. Director Of The Office Of Logistics And Acquisition Operations
(RETIRED 04/12) Reporting to the Director, Office of Acquisition and Logistics Management (OALM), I lead a multi-functional Office of Logistics and Acquisition Operations (OLAO), comprised of the Office of Acquisition, the Division of Information Technology Acquisition, and the Division of Logistics Services, while providing each Division the resources needed to successfully support their NIH customer base. I essentially manage 3 business lines reliant on revenue rather than government appropriations. For the two lagging units, since taking control, both have seen net gains of +$1 million dollars, where at this time last year, both were experiencing net losses.
Director, Division Of Information Technology Acquisition
I was program and the IT Division Director at the NIH Information Technology Assessment and Acquisition Center (NITAAC), recognized as breathing new life into a troubled program, and leading the development of two $20 Billion Government Wide Acquisition Contracts for commercial IT Services under the CIOSP Pogram, and working with OMB to have the NIH's vision and structuring of these contracts approved by the Director of Federal Procurement Policy. Also fielded new online ordering systems, which streamlined both the cusomers' and the vendors' in both awarding and pursuing awards respectfully. Cleaned up past due financial payment to program creditors which nearly $2 million when I assumed control, wiping the backlog out in less than 120 days, saving the government hundreds of thousands of dollar in late interest payments to contractors. Lastly took an business oriented government program that had ended the year poor with a half a million deficit and returned million dollar plus profits for 3 straight years.

Responsible for all Army Installation transportation policy and execution for Army Posts, Forts, and Depots worldwide. Successfully managed the movement of thousands of military service member personal property worldwide as they would be moved from one assignment to the next one. Responsible or deploying a modern windows based deployment system in wich all Army organizations scheduled for either outline training or deployments to Iraq and Afghanistan, bringing Army capability up to 21st Century standards from obsolete 1980s Technology. Worked with the nations railroads to develop successful processes for arranging for rail cars to move Army Equipment To and from U.S. ports on the East, West, and Gulf coasts. After Hurricaine Katrina in 2005, I closely coordinated the movement and clean up of service members property which was entrusted to the Arny for storage in and around the Port of New Orleans in warehouses damaged during the hurricaine's aftermath. Alo helped coordinate emergency moves for Service Members (mostly Army Soldiers) who had been stationed in the Gulf area as military recruiters, ROTC instructors at several colleges, various other assignments to Ft. Polk to enable them to begin establishing temporary homes while cleanup efforts commenced.

I managed the logistical process of moving countless products, equipment, and spare parts into Iraq from various international border points through out the North, West, and South of Iraq. Established what were effectively the only operational border crossings and Port inspection process for things coming into Iraq or many months. Worked tirelessly to ensure the safety of my international staff, while establishing successful relationships with all Iraqi Mimistries due to at some point receive some part of over $8 billion in goods schedule or delivery over the next year as part of the former UN Oil or Food Pogram. Successfully got the U.N. and the Bank of Paris to report Iraqi cash asset held on hand in the bank at the start of hostilities. World closely with the Iraq Central Bank President to agree to his establishing an International Trade Agreements Cell within my office o better coordinate any changes to existing contracts, and successfully oversaw negotiations between the Iraq and Syian Minstries of Trade concerning multi-million dollar grain sales from Syria to Iraq.

I was assigned to a wide variety of Command and Staff positions in my 22 year career. My basic specialty was Logistics, focusing on Transportation. I was also a Middle East Regional Specialist. Key assignments were as Humanitarian Affairs Branch Chief (in the J5) for CENTCOM, where I initiated several key projects and missions within the CENTCOM area of responsibility. I also served as a U.S. Transportation Command Liason Officer to CENTCOM during planning and initial execution of the Iraq Campaign. I supported obtaining Strategic Lift and sea capability during deployment, and supported the initial arming of the Afghan National Army by arranging lift to and fom donor countries. I have been a Divisional Tranportation Oficer (1st Infantry Division)--one of only 10 such positions in the Army at that time. Developed the plan to move elements of the Division into Bosnia to replace another Army Division in 1996, and again in 1997, as 1st ID Brigades were relieved. I also negotiated with Bosnian Serb Generals an agreement on a plan for turning in Heavy weapons, which was agreed to in the 1995 Dayton Peace Accords. I commanded multiple platoons and companies early in my career, and later taught multiple levels of the Arabic Language to West Point cadets, as n Assistant Professor in the Department of Foreign Languages.
