Trade Defense: EU, US, Chinese, and Ukrainian anti-dumping, anti-subsidy and safeguard proceedings and related EU and US court litigation. Recent work includes Chinese AD cases against chemicals from the EU and Ukrainian safeguard proceeding against refined petroleum.Export controls: I advise companies on EU defense and dual use controls, and the increasing number of EU sanctions. Recent work includes (i) advising on export control issues relating to acquisition of an EU encrypted software exporter, (ii) helping companies file voluntary disclosures and manage export control audits by licensing authorities, (iii) advising on issues arising under new EU sanctions asset freeze programs (e.g., Tunisia, Libya), and (iv) implementation of the intra-EU defense transfers directive. Customs: I advise on classification, valuation, origin (non-preferential, GSP, FTA), and special customs procedures (IPR, OPR, etc). Recent work includes: (i) winning a BTI appeal in the Netherlands; (ii) conducting comprehensive EU customs compliance audits in many EU countries; and (iii) advising on origin under EU-Mexico FTA. WTO: we have represented EU exporters in WTO litigation challenging AD duties and coordinated the legal strategy and pleadings with relevant governments. We advise clients on WTO-compatibility of government actions and monitor WTO disputes and their effect on our clients' interests. I have extensive experience in advising clients on private standards under SPS and TBT Agreements.FTAs: advising a multinational company on EU legislative process with respect to EU-Korea FTA, advising on origin under EU FTAs (e.g., Mexico, Israel).Other: helping Eastern European companies impact the EU legislative process (input to European Commission, Council, the European Parliament), competition law, internal market measures, government procurement.

On customs, I advised on classification, valuation, setting up inward processing operations in the EU, as well as origin questions under the EU's GSP programs (including regional cumulation). On WTO matters, we have represented the interests of EU exporters in WTO litigation challenging imposition of AD duties on their exports and coordinated the strategy and legal pleadings with the relevant government. We also advised clients on WTO-compatibility of actions taken by governments on our clients' export markets and monitored WTO disputes and their effect on our clients' interests.We also advised on general EU law issues, such as interpretation of internal market measures (e.g., government procurement directives) or advice on whether other measures have the proper Treaty basis.

On trade remedy, I successfully represented a Polish steel company in a sunset review, removing the AD duties for my client. I have also drafted an AD petition for a U.S. client, which resulted in imposition of high AD duties on dumped imports. I also represented a number of foreign companies in a series of administrative and sunset reviews.On export controls, I advised clients on EAR regulations (e.g., VEU scheme) and ITAR issues. On foreign investment, I represented foreign companies acquiring U.S. targets in national security-sensitive sectors, and advised them on CFIUS and DOC regulations.
