Recruited by L-3 Communication Service Inc. to lead and manage the C4ISR Engineering Services Branch and to turn around the failing business with the objective to improve customer relations, business operations, grow the business and improve the business P&L posture.• Implemented the Branch Leadership Team management approach, established business objectives and performance measurement, provided leadership and business mentoring/training to improving performance, problem solving, decision making, ownership and accountability.• Established short term and strategic initiatives to transition a technician based work force to a professional engineering and technician workforce with complete capability offerings as a Systems/Software prime contractor for integration, development and sustainment.• Established capabilities and performed large scale system development work as a prime contractor in Agile SOA Software Systems development, integration, testing, production deployment and sustainment, areas included: requirements analysis, design, scrum team based software systems development, user interface design and user acceptance testing, information assurance, software configuration management, quality assurance, IV&V, performance testing and monitoring, cloud and mobile computing. • Established and executed the prime contractor capability to define and rapidly stand-up to full productivity in less than 3 months a large (216 people) integrated prime/multi-subcontractor team that developed and deployed the 1st cloud based Veterans Benefits Management System in a production environment in 9 months.• Improved Branch business performance from $16.5M to $54M annual revenue in 21 months increasing the workforce from 94 people to 180 people completed 2012 with annual revenue at $62.5M. • Expanded the business area presence and managed a geographically distributed workforce at five locations.• Competed and won 6 prime contracts with a total ceiling value of $773M..
