Contracting Officer/ Acquisition Systems Analyst · September 15, 2009 to present :As an Acquisition Systems Analyst: I provide subject matter expertise as a senior GS-1102 Contracting Officer / Procurement Analyst to improve the functionality of Government Wide Acquisition Systems (Federal Procurement Data System - Next Generation [FPDS-NG], Federal Business Opportunities [FBO], USASPENDING.gov, Synchronized Pre-Deployment and Operational Tracker [SPOT] etc.) and internal DOS systems (Integrated Logistics Management System [ILMS], including ILMS-Ariba and the Global Financial Management System / Regional Financial Management System [GFMS/RFMS]).I also provide direct user support and system administration functions for these systems on a routine basis, including help desk management, direct issue resolution, training management, direct training, user advocacy, etc. I also provide advice and guidance on the execution of appropriations law policy (ex: GAO Red Book) for DOS certifying officers (ex: decisions involving basic "Purpose, Time and Amount decisions"). I am NOT an attorney and DOS attorney-advisers address any issues involving actual "legal advice". Recently, I have served as the Office of Acquisition Management representative for internal and external coordination of the Department of State's overall compliance with the Digital Accountability and Transparency Act (the DATA Act). I have also provided training to Department of State personnel on the topic.
