The agency provides financial and technical support to other federal agencies, and state, local, and tribal governments for constructing, improving, and preserving the national highway system.

Led a start-up technology company providing subsurface imaging, mapping and related services to the utility and transportation infrastructure sectors. Duties included market establishment for a proprietary multi-channel ground penetrating radar system for use in underground condition assessments, asset inventory surveys, and safety applications. Managed personnel and budgets, coordinated business development efforts, and interfaced with technology owners, directors, and executives to refine go-to-market strategies and alliance protocols for national replication. Responsibilities included managing 10,000 employees, 11 regional offices, and 250 maintenance facilities with an annual budget of nearly $7 billion, and a 5-year capital program of $17.9 billion. Oversaw the state’s vast transportation system, including port and aviation facilities, freight and passenger rail services, local transit providers, bicycle and pedestrian programs, 237,000 highway lane miles, and 17,500 bridges.Successfully advocated for the $2.9 billion Rebuild and Renew New York Transportation Bond Act, a statewide ballot initiative that was approved by voters in 2005;Served as New York’s principal champion of state legislation to allow public-private partnerships for financing, constructing, operating, and maintaining public infrastructure; andFinalized a major agency reorganization to improve system integration, expand the use of technology, distribute resources more equitably, consolidate fiscal functions, and enhance focus on the Department’s customers and stakeholders.

Served as the Governor’s liaison to state and local elected officials and municipal advocacy groups. Managed a central staff and 13 Regional Field Offices, facilitated requests, monitored regional and local issues, prepared briefings, and supported the Governor’s statewide travel and event participation. Established and managed the Governor’s Task Force on Local Government Reform, a non-partisan multi-level body charged with developing recommendations to improve government efficiency.

Managed the state’s principal consumer watchdog agency, whose mission is to investigate and resolve complaints and educate consumers.
