Named as the original incumbent in the position to serve as the New York Governor’s Chief Advisor on transportation issues and policies. Responsibilities included the executive management of New York’s transportation agencies and public authorities, highway and bridge infrastructure, public transit systems, and rail, port, waterway, and aviation programs encompassing more than $24 billion in annual operating and capital budget expenditures. Served as Assistant Secretary, 3/03-9/04.Specific accomplishments include the following: Led a team to develop system-wide reforms that integrate strategic planning, improve communications, expand the use of technology, and prioritize capital program expenditures among the state’s transportation agencies and authorities; Coordinated a team of state agency and public authority staff and outside consultants to seek maximum federal transportation funding for New York;Led an Executive Branch team to negotiate a Memorandum of Understanding with the state Legislature for a 5-year, $35.9 billion transportation capital program; andDeveloped broad policy reforms to improve mobility and reliability, promote economic sustainability, enhance environmental sensitivity, and ensure the safety and security of New York State’s transportation system.
