Coauthored a study for the implementation of Diagnosis Related Groups (DRGs) for Florida Medicaid hospital reimbursement, on behalf of our client, the Agency for Health Care Administration (AHCA). Designed and wrote the health care data analysis programs used to simulate the effect of changing Medicaid from a cost-based reimbursement to a DRG based reimbursement for all Medicaid participating hospitals in Florida.

Directed the Medicare Data Analysis unit and developed the SAS analytic processes for Medicare data to detect fraud, waste, and abuse. These processes saved over 200 million dollars per year in Medicare benefits.Using SAS, the Medicare Data Analysis unit analyzed and managed over 100 computer screens used to prevent the reimbursement of medically unnecessary services. Served as data steward for a UNIX DB2 data warehouse containing over 500 million health insurance records.
