Tom Rutherford served for 24 years in the New Mexico State Senate. From 1979 to 1984 he served as majority whip, and in 1987 as co-whip, of the State Senate, and in 1996 he was chosen as Majority Floor Leader in one of the most dramatic, harmonious and productive sessions ever. He was chair of the Senate Rules, Conservation, Reapportionment and Redistricting, and Election Code Recodification committees, served on the Legislative Council and founded and chaired the Legislative Economic Development and New Technologies committee, which is still one of the most sought after interim appointments. During those years he authored and passed dozens of especially significant pieces of legislation.He served with 19 current senators, and six of the seven senate standing committee chairs, and with 23 current house members, including 11 of the 13 current house committee chairs. Tom first came to the Senate in 1973. Tom was there to mentor nearly every current senior member of the legislature. He has been invited to present sessions on Legislative Procedure, and Rules and Process at New Member Orientations and Pre-session Conferences, and was asked by Lt. Gov. Diane Denish to mentor her in the techniques of presiding over the Senate.
