As a member of the corporate management team, Tom provides strategic and legal advice to the corporation, assists in the development of corporate and legislative policies, and supports the effective implementation of strategic objectives of the city.Tom has successfully represented Victoria in judicial review hearings and other court proceedings. Tom was responsible for all matters related to the administration of the Freedom of Information and Protection of Privacy Act, including the processing of freedom of information requests, development of privacy policies, and conducting of privacy impact assessments. In addition, Tom developed and helped to introduce Vancouver's Report Tracking System, a computerized system allowing City Council and staff to track the status of Council requests and upcoming reports.
