The individual manning the speedboat towing the parasail, a instructor, is responsible for a smooth and entirely safe tow, where prior to each tow, a thorough review and inspection is made of the tow ropes, chutes, winches and harnesses which attach to the individual. More specifically, assures that the cleat or point on the speedboat where the line or towrope attaches is in excellent condition and capable to withstand the pull and momentum created by the boats’ speed.
