About Toni Whistler

With over two decades in public health, I have dedicated my career to strengthening laboratory systems, advancing diagnostic capabilities, and shaping policy across a global landscape. My journey began with a Ph.D. in Medical Virology, which laid the foundation for my expertise in infectious disease control and molecular diagnostics. From there, I embarked on a path that would take me through multiple roles with the U.S. Centers for Disease Control and Prevention (CDC), where I worked closely with partners across Africa, Asia, and Europe.Throughout my career, I have been driven by a commitment to improving public health outcomes in low- and middle-income countries (LMICs). As a Health Scientist at the CDC, I led initiatives in Vietnam, Tanzania, Kazakhstan, Ghana, and beyond, integrating advanced molecular diagnostic technologies within local health systems. Notably, my leadership during the COVID-19 pandemic enabled international SARS-CoV-2 genome sequencing projects, enhancing global tracking and response capabilities. My work has contributed to the development of country-specific pandemic preparedness strategies and diagnostic tools, equipping LMICs to detect and respond to emerging threats.Serving as the CDC’s laboratory advisor to The Global Fund, I played a key role in expanding services beyond AIDS, Tuberculosis, and Malaria to include broader pandemic preparedness, working alongside WHO and Africa CDC to integrate genomic surveillance and laboratory strengthening frameworks. My collaborations led to critical policy documents and tools, such as the Genomics Costing Tool, to empower LMICs with cost-effective solutions for laboratory implementation.In my roles as a program director and consultant, I have pioneered initiatives from biosafety protocols to health system resilience frameworks, developing comprehensive policies that balance international standards with localized needs. My work with local Ministries of Health has not only strengthened public health infrastructure but has also fostered capacity-building, mentoring local scientists and health officials and enabling sustainable development in their communities.Today, I bring this global perspective, technical expertise, and policy insight to consulting, where I continue to drive change and advocate for resilient health systems. I am passionate about bridging the gap between innovation and accessibility, empowering LMICs with the tools, policies, and training needed to safeguard public health on a global scale.

    The Global Disease Detection (GDD) program overarching goal is to provide technical support to rapidly detect, accurately identify, and promptly contain emerging infectious diseases of global public health concern.     • Developed an in situ hybridization (ISH) assay against Nipah virus, for both diagnostic and research use. For detection of viral genomic and messenger RNA. This was extended to double label techniques for the co-visualization of protein by IHC and RNA by ISH in tissue sections. In a collaborative project with Cynthia Goldsmith, we took the technology developed for tissue sections and the light microscope and started to adapt the ISH and IHC procedures to electron microscopy. Using biotin or digoxigenin incorporation into riboprobes, two different parameters could be examined on any section by using antibodies to theses ligands that were labeled with different size gold particles. An immuno-label was also developed for detection of viral proteins. These techniques provide a powerful tool to examine viral replication, morphogenesis and pathogenesis at a cellular level.• Developed a TUNEL assay for detection of apoptotic nuclei in tissue sections. • Developed oligonucleotide probes for detection of cytokine and chemokine mRNAs by ISH.
