Captain Of Enforcement DivisionBrown County Sheriff'S Office Apr 2009 - Dec 2014Brownwood, TexasAs the Captain of Operations I was the the administrator over the enforcement side of the Sheriff’s Office. This position had more administrative responsibilities over budget management, training, employee issues, purchasing, inventory, fleet management, logistics, strategic planning, program evaluation, safety, and compliance with all state and federal requirements and mandates. I supervised six first line supervisors and 30 plus employees with a variety of job descriptions and responsibilities. I had administrative rank, and authority over an additional 40 employees in the jail division, however they have a captain who has direct supervision over them. While most issues in the jail division are handled by their captain, I dealt with many different logistical and purchasing issues related to building maintenance, and issues affecting both divisions of the Sheriff’s Office. I conducted budget presentations and various situational reports to the county commissioners. I performed functions of budget management and purchasing with a multi- million dollar budget. Through this position I continued to develop administrative skills that were used on a daily basis. I was responsible with organizing inter-agency cooperation with other law enforcement and criminal justice organization. I conducted training with local school districts and civic groups on crime prevention, violence in the workplace, and conducted threat assessments for school, business, government, and residential locations. This position gave me confidence in my abilities not only in a criminal justice professional but also in the administrative management and leadership profession.

Sgt Of CidBrown County Sheriff'S Office Jun 2006 - Apr 2009Brownwood, TexasAs the Sgt. of Criminal Investigation. I continued as the narcotics investigation and begin direct supervision over 6 employees. In this first line supervisor position, I begin to further develop my leadership skills by requiring documented supervisor responsibilities of other investigators. I approved investigative assignments, organized major investigations, and made final approval of cases before they were filed with the court. I dealt with human resource issues such as scheduling, evaluation, discipline, training, and team building. I took on responsibilities for purchasing of departmental equipment, and management of various funds allocated to the department. I then took on a second department as the first line supervisor of the warrants and transportation department. This added an additional five employees under my span of control. During this time I coordinated the effort of two departments simultaneously. This responsibility added oversight on the scheduling of prisoner transports nationwide, the management of budgeted moneys for travel and transport as well as the same type personnel responsibilities as previously mentioned. As the Tactical Team Leader, I developed operations plans for and executed hundreds of search warrants and arrest warrants for individuals in buildings, vehicles, and residential settings. As the lead investigator I coordinated the investigative efforts of multiple officers in Operation Family Plan and Operation Pillaging. These operations resulted in a combined arrest of over 75 defendants.

InvestigatorBrown County Sheriff'S Office Oct 1999 - Jun 2006Brownwood, TexasAs an investigator I had the responsibility of investigating criminal offense ranging from basic thefts to homicide and robbery. This position required organizational skills, intuition, problems solving, self-motivation, networking, and teamwork. Cases were carefully organized and prepared for presentation to prosecuting attorneys, courts and defense attorneys. During this time I developed networking skills with officials and employees of multiple jurisdictions on local, state, and federal levels. Also during this time I became a part of the county SWAT team. Teamwork, training, tactical, and psychological development occurred as a part of this assignment. After several years as a general investigator I was assigned as the narcotics investigator. In this position I developed a greater understanding of the psychology and social workings of people. I was responsible for similar responsibilities as a general investigator, but with a strong focus on narcotics enforcement. Through this assignment I began to work more independently with less direct supervision. I conducted tactical operations developing operational plans with many logistical concerns that coordinated efforts from Federal, State, and local agencies as well as Military assets. In all tactical operations I maintained a record of safe execution of operations with no reported injuries to participating officers. I was qualified in both state and federal trial courts as an expert witness in the area of narcotics trafficking and organized crime associated with a narcotics nexus. I participated in major enforcement operations such as: Operation Bighorn, Texas R&R, Operation 52 Card Pickup, and Mata. These operations resulted in the arrest of hundreds of defendants across the US and in Mexico, and made a dramatic impact on cartel lead narcotics trafficking into the US.
