    Dabhol Power Project Phase IIThe Project was a 1680 MW Combined Cycle power plant, comprising two (2) 2X1 power blocks, in a joint venture between Enron Engineering & Construction Company, Bechtel International Corporation, and General Electric Company. Phase II expanded the existing 800MW Facility already in commercial operation. The Facility comprised four (4) GE 9FA gas turbine generators, capable of firing naphtha, distillate and natural gas, four (4) Kawasaki Heavy Industries (KHI) HRSGs, licensed by Voigt, two (2) GE D-11 330 MW steam turbine generators, Foxboro IA DCS, Aquatech demineralizer and raw water treatment plant, ABB 400kV switchyard, with breaker and a half scheme.Responsibilities included management of 60 commissioning and startup engineers, technicians, and support staff. The task also included managing 300 craft and vendor support personnel, the development of BOP Operator training program for 25 O&M staff, development of a detailed startup budget and schedule (USD 25 million) and the integration into the master project schedule, formulation and implementation of the subcontracting plan, coordination of startup vendor support, development and implementation of systems functionality checkout procedures, management of the commercial and technical aspects of commissioning, and startup of two power blocks, simultaneously. Developed a long-term lay-up plan for the Facility when the Project terminated due to a lack of contractual payments by the Owner. The Project was 98.5% complete at the time of termination.

Except for the DPCU units located in the No. 1 and No. 2 plants, the two (2) other plants were equipped with Product Recovery units (C2, C3, C4 & C5+). Three (3) of the plants included Benfield Acid Gas Removal Units (AGRU), with the ability to operate in ethane or propane recovery modes. Three (3) of the gas processing plants were supported by independent, “stand-alone” utility facilities complete with an integrated steam system, demineralization water plant, open recirculation cooling water system, instrument/service air system, and stabilized hydrocarbon condensate storage. Inert gas was provided by one (1) air separation plant and two (2) inert gas generators.

Other unique features of the Facility included a Benfield Acid Gas Removal Unit, Solar Gas Turbines coupled to Mitsubishi centrifugal Gas Compressors, Air Products air separation plant, open recirculation cooling water systems, demineralizer units, and two (2) 40TPH package boilers. Responsibilities included directing and supervising all field commissioning and startup activities of the No. 2 Gas Processing Plant and utilities and offsites areas. I also coordinated the completion of Final Acceptance punch list work, troubleshooting operations problems, and training PGSB operations personnel.
