Assisted clients in multi-media compliance programs including stormwater, EPA Risk Management Program, Phase I ESAs, air permitting and greenhouse gas reporting.

Responsibilities included management of air quality projects including permitting, compliance evaluation, and atmospheric dispersion modeling studies. Marketing manager for commercial distribution of an engineering software package, including conducting on-site training at client locations. Directed consisting of engineers and non-technical staff in preparation and delivery of oral presentation, followed by a written technical proposal, for Title V permitting at a large Gulf Coast Refinery. Reviewed and commented on proposed Federal regulations concerning atmospheric dispersion modeling. Also provided comments on applicability and techniques for State guidance of storage tank emission estimation. Several comments in both cases were adopted into the final versions of the publications.Developed procedures and techniques to integrate AutoCAD data into the atmospheric dispersion modeling system, resulting in time savings and less potential for error compared to manual data entry. Devised and programmed algorithms for modeling specialized situations, including volume source types and consideration of aerodynamic downwash.

Primarily provided contractor services to the EPA in support of Superfund projects; other projects included services for industrial and municipal clients. Lead a team through field data gathering activities (remedial investigation) at an EPA Superfund site, culminating in the development of a feasibility study for recommended clean-up of the contaminated site after extensive data analysis. Field activities included the installation of groundwater monitoring wells, ambient air, soil, and surface/groundwater sampling. Responsible for the preparation of various technical proposals, project budgets, and subcontractor bid packages and contracts. Developed cost estimation spreadsheets for projects involving groundwater well installation, sampling, and analysis. Conducted real estate audits for financial lending institutions in consideration of environmental liability issues. In role as in-house computer expert, lead office in installation of first computer network, and software implementation and training.

Developed materials handling procedures and special analytical techniques. Extensive experience in working in refinery process operations, solely responsible for the operation of the Gas Plant (amine scrubbing unit) for several months. Devised laboratory procedures for technicians to follow in assessment of hazardous waste materials. Programmed computers to assist in laboratory procedures and dispersion modeling of both air and groundwater.
