NATO CJOS COE. Authored the CJOS COE financial control regulations and procedures. Incorporated United States Financial regulations, Federal Acquisition Regulations, NATO Bi-Strategic command procurement directives and financial rules. Thoroughly addressed concerns and provided clarifications to 13-member nation Comptrollers leading to unanimous approval of the CJOS COE financial control regulation document providing CJOS COE with a legal foundation for the command’s financials, acquisitions and contract awards funded by Allied Nation contributions.

US Fleet Forces Command. Led the examination of processes, operational and tactical implications; developed communication strategies while operating in various types of environments. Responsible for policy development impacting service operations and hazardous material management for over 120 afloat units and designated supporting activities. Developed policy for providing support to the Royal Navy through ACSA and developed US/UK reciprocal support construct enabling cross-training of US/UK personnel.

Led the collaboration between NAVSUP, NAVSEA Technical Warrant Holders, Type Commanders, Navy Safety Center, and TYCOMs on driving solutions to long standing-issues. Authored 10 Technical Issue Papers resulting in issuance of Ship Change Designs, Interface Control Designs for all classes of ships and two safety related PMS. Supervised, led, and trained US Navy Officers and civilian personnel in conducting shipboard material inspections of U.S. Navy in-service ships and in conducting acceptance trials and final contract trials of new construction ships.Provided equipment configuration management analysis and oversight for installed shipboard equipment.

Supported the President, Vice-President, Cabinet Members, and senior staff members conducting missions to ensure the continuity of operations. As a senior level Director of the White House Presidential Food Service supporting the West Wing, Oval Office operations and Executive Residence, responsible for coordinating with Secret Service the safety, security, personal care and daily service to the President, First Lady and First family.Led the strategic infrastructure planning development for White House Presidential Food Service (PFS). Provided continuity through successive administrations working within an enterprise services team. To sustain PFS mission and advance the WH mission, partnered with federal support agencies including: the Executive Office of the President, General Services Administration, US Secret Service and other White House Military Office entities. Led development of final renovation plans for PFS spaces in the West Wing and Eisenhower Executive Office Building.

Responsible for three divisions (Contracting, Operations, and Disbursing).Supplement service support and acquisition functions from acquisition planning, soliciting, procurement method for stocks, supplies and services including cost and price analysis.

Uss Theodore Roosevelt (Cvn 71)

Developed, managed and executed two fiscal years of financial plans worth over $202 million dollars. Budgeted and supported all priorities to meet all mission requirements. Managed fuel, funds, storeroom RBS replenishment, Nuclear Reactor materials (QCOSAL) and precious metals. Coordinated Husbanding Service program functions such as: logistic requirements, training readiness, contractor oversight, supplies/services. Contracting Officer Representative (COR) for Husbanding Service Provider/Port Visit Management (HSP/PVM) program.Technical adviser to the Commanding Officer, Anti-Terrorism/Security Officer, MWR Officer, Port authorities and Fleet personnel on all matters pertaining to the administration and management of all aspects of Port Visits. Ensured all port visits meet mandated requirements and other pertinent regulations. Developed Logistics Requirements (LOGREQ) for port visits. Diligently reviewed contract line items, negotiated contract modifications and other administrative contract action to protect the government's interest more effectively.

Usns Sirius (T-Afs 8)

Drove at sea logistics support throughout an arduous Arabian Gulf deployment. Meticulously managed a highly efficient combat logistics force and 18,000 line-item inventory of combat stores Maximized cargo load by over 50% and dramatically improved the fill rates from 65% to 98.61%. Masterminded the transfer and cross deck of 1,750 line items of shipboard material facilitating the buildup of in-theater stock level at Naval Air Station Sigonella. Planned and coordinated the offload of 14,000 line items for immediate redistribution saving $10 million dollars of BP28 funds.

Naval Ocean Processing Facility, Dam Neck, Virginia United States

Supply Officer, Financial Management/Budget Officer, Hazardous Material Officer, Personal Property Manager, Command Audit Program Manager, Agency Program Coordinator (APC) for the Government Commercial Purchase Card and Travel Card Program. Managed budget formulation, allocation, and execution (OPTAR and Civilian labor budget). Developed fiscal guidance for long range budget requirements. Steered the command through numerous budget revisions due to budget cuts without any negative impact to mission accomplishments. Managed contracts, procurement, budget, financial management, property/capital, and stock inventory of 1800 line items.Planned and developed acquisition program strategy. Led and managed a unique Supply Chain Logistics supporting IUSS mission. Coordinated all USCG financials and material requirements critical in commissioning of maritime intelligence fusion center. Managed all aspects of the Hazardous Material Program.
