Tovi is a leader-of-leaders, healer-to-healers, and award-winning urban educator with almost 30 years of leadership and transformation experience. She is internationally recognized for her signature approach of moving from Leadership Do-ing to Leadership BE-ing and Emotionally Intelligent Equity & Inclusion. Tovi has been recognized by Mindful Magazine as one of the Powerful Women Leaders of 2021 who are igniting the world with courage and wisdom. She walks her talk of courageous leadership being cultivated by meditation, resilience, and self-mastery, having had a daily meditation practice for almost 30 years, and also sitting four week-long silent retreats. Tovi is on a mission to heal our leaders and organizations through SELf-Transformation for School & Systemic Transformation. Tovi is a certified coach and has been personally trained by Brene Brown as a Certified Dare to Lead Facilitator to train others in courageous leadership with a lens of inclusion and belonging. Yet, the very best leadership training she ever received has been the 17 years she spent as a high school principal. She is a founding adjunct professor of Trauma-Informed Leadership with an Equity Lens at Mills College, the founding instructor for ACSA’s Equity Academy, and was the National President for Coalition for Schools Educating Mindfully. She is also the visionary of Racial Healing Allies, a movement to create truly inclusive schools and organizations. Tovi cultivates conscious, connected, and courageous leaders world-wide.

General duties: * Member of Executive Leadership Team responsible for leading all aspects of the organization* Lead and manage the implementation of Partners’ school and district transformation approach and other services including providing technical assistance in the implementation of Local Control Funding Formula (LCFF) and the creation of Local Control Accountability Plans (LCAP) and the development of systems to support the implementation of the Common Core State Standards (CCSS) and Smarter Balanced Assessments (SBAC)* Spearhead and identify areas of growth and opportunity within current partnerships and cultivate new partnerships. * Supervise the negotiation of annual contracts and MOUs * Cultivate current and develop new funding sources * Manage grant objectives and assist in writing proposals and progress reports* Develop and manage finances

This 70-hour Academy (7 weekend intensives over 10 months) is delivered to Board Members, district leaders and principals throughout the Northern California region and focuses on building leadership capacity in cultural proficiency, equipping participants to meet CPSEL #5, and develop and implement new ways of thinking and applying practical strategies in serving students, families, staff, and community consistent with the context of LCFF.

Tovi’s love of students and fostering their success is part of what fuels her work as Principal at San Lorenzo High School.She believes that “culture trumps strategy” and has created a positive school culture for all stakeholders.Over the last 3 years she has cultivated significant positive change, growth, and a culture of collaborative excellence as she managed a staff of more than 100 educators and support staff and a budget of over 1 million dollars. By implementing sweeping changes she has successfully eliminated union grievances in a highly tumultuous district, greatly reduced fighting and expulsions, expanded learning opportunities for underrepresented groups, and increased parent engagement.** Highlights of her work include: • She was the 2015 Marcus Foster Awardee for Administrative Excellence for massive systemic school improvement in culture and climate & equity and access.• Lead a complete turn-around in the culture & climate by implementing academic culture building and restorative practices in school climate to reduce fights on campus and increase academic student achievement. This resulted in a decrease in student behavior referrals, suspensions, and expulsionso The suspension rate dropped from 358 students in 2013 to 196 students in 2015.o The number of fights on campus dropped from 209 to 63 in just 4 months in 2013.o The expulsion rates went down by more than half just in the last two years from 16 down to 8• Her compassionate leadership style successfully handled campus conditions in response to the school and community tragedy of 2 student deaths over the last 3 years.• She partnered with families to bring back the first PTSA in over 20 years • Instituted the need for a tardy policy that reduced tardies from 30,000 upon her arrival to less than 5,000 in a year

As the Executive Director, Ms. Scruggs was able to have a powerful and positive impact on the organization. During her tenure there, she lead the restructuring and rebuilding of the branch to be fully compliant and operating under YMCA standards of excellence, while overseeing 3 facilities throughout West & East Oakland with a staff of 50. She also established the West Oakland YMCA as a Juvenile Evening Reporting Center, a new initiative under Alameda County Chief of Probation.** Highlights of her work include:• Supervising, training, mentoring, and evaluating a staff of 50• Recruited all stake-holder groups, resulting in a new Board of Directors to support the growth of the organization• Coordinating & executing numerous special events & fundraisers, resulting in over $50,000 raised in 5 months• Securing over $250,000 in grants for expanded programming• Organizing and supervising safety to create a positive climate • Expanding after school program delivery from 2 schools to 6 schools• Successfully restored summer and school break day camps for under-privileged youth

From her passion and life experiences, Ms. Scruggs envisioned, designed, built and brought to life ASA Academy. Her vision was an educational model & framework which responsibly and powerfully educating African-American youth, grades 6-12, in a culturally-relevant setting with academic rigor, helping to close the academic achievement gap. **Highlights of her work included: • Successfully coordinating WASC Accreditation and UC A-G college level coursework approval and curriculum • ASA Academy proudly celebrated 100% graduation & college-going rates • ASA doubled growth and resources for over 4 years. • Facilitating community partnerships to help create a thriving culture and atmosphere for students• Supervising, training, mentoring, evaluating teachers and staff of 15• Managed the annual budget of $750,000 per year• Designing & coordinating Professional Development of all staff members• Creating master schedule, curriculum design, and handbooks• Recruiting of all stake-holder groups• Coordinating & executing numerous special events & fundraisers• Conducting student discipline/counseling/scheduling• Organizing and supervising campus safety to create a positive climate for learning• Designing and facilitating parent workshops as well as formal parent/teacher conferences• Organizing student events and activities• Planning and organizing events for parent participation• Designed marketing materials and outreach efforts

Provided representation and input as a teacher representative on a council that consists of every major campus stakeholder: parents, students, teachers, and administration. This council is the major decision-making body on campus, and all members must be voted to the council.• Youth Empowerment Services (YES) Coordinator (1995-1997) – designed and organized school-wide and all-day activities that fostered student awareness of consequences of tobacco and drug-use as well as team/community-building skills.
