With direction, developed, designed, led and played multiple roles in three criminal investigations into a day labor contractor, class abuse and prejudice within a minority community. During the development of Florida's first State "defined contribution" retirement plan, I represented TIAA, the financial conglomerate, before Governor Bush to include their real estate investment vehicle as an option (just like the Governor's own investments). For the Tampa Expressway Authority, I recommended Federal funding options for its elevated Crosstown X-Way express lanes. AAn Israeli-Venezuelan venture for which I introduced "SmartPark," a stored-value parking device that replaced cash at meters and pay stations. A firm that developed a luggage security system that I helped modify through consulting with the USDOT think tank and presenting before the DHS Transportation Security Administration, and The Florida Council of Eminent Domain Experts for whom I assembled 10 larger trade associations (Florida Chamber, AIF, NFIB, Florida Retail Federation and the Florida Bar among them) to fight that would have defunded and deprived businesses of expert advice in Land takings by the State.

I managed a non-profit consortium of 35 leading corporate, economic development, non-profit and transportation authority (air, sea, expressway, transit, taxi) CEOS from Tampa Bay, Central Florida, the Space Coast, with 100+ elected and community leaders from eight counties on advisory groups. With the counsel of numerous management consultancies, engineering firms and transportation thought leaders, we examined various train sets, technologies (mag-lev, electric, upgraded conventional), alternative routes, and costs and feasibility based on different balances of government and private funding and in-kind contributions. I assisted a number of engineering firms with preliminary design and engineering as well as constant meetings with all sizes of communities for educating, eliciting ideas and opinions and preparing the public for a vote on two Constitutional amendments. As the 20+year transportation advisor to Jeb Bush, reported progress and intermediate results to the Governor who had a keen interest in and strong skepticism about a totally government-funded project. Reported on the same to state legislators, USDOT and Amtrak, state/local press almost daily.

Oversaw zero-based budget and management for Governor Jeb Bush of Florida's public-private partnerships in economic development, space, tourism, seaports and military bases. Created the Florida Film & Entertainment Commission, helped start Front Porch Florida for building minority community and business, was Governor's liaison to the the 2012 Tampa-Orlando Olympic effort and merged the professional and amateur sports authorities. Developed an accelerated, competitive transportation grant program that consolidated application submission to funds disbursements in less than one year-turning the Florida DOT's five and ten year work programs on their heads. Also included community representatives on selection committee for first time in Florida history.

Advising the Board of Directors, I envisioned and helped execute Total Customer Satisfaction in the context of 140 different auto clubs from behemoths covering half of California to Ohio clubs from which you could see one boundary to the other. Some did not stay open at night or on Sundays. Benefits varied widely from club to club. The competition from auto manufacturers and private-label services was fierce and nearly killed AAA. Met with Michelin, Hertz, National Geographic, American Express, Blue Cross board members and executives as well as the Zagats to examine alternative business models and brainstorm new ventures.

As liaison between Defense and the airline CEOs, helped manage the first activation of CRAF (Civil Reserve Aircraft Fleet) that supported 80% of transport of troops and materiel to the first Gulf War. Managed the Volpe Center, a fee-for-service (receiving no appropriations) think tank in Cambridge, MA with 400 post-doctorate transportation thought leaders with wide range of contract private management consulting staff whose work independently exploring the leading issues in every mode of transport for FAA, other USDOT agencies, various Executive departments, states, and, with restrictions, foreign countries. Regulated the safety of oil and natural gas pipelines and hazardous materials across all modes of transport. Funded 130+ university research centers and trained safety personnel for the Department at the Transportation Safety Institute in Oklahoma City, OK.

Chief Operating Officer for Florida's economic development and retention, international trade promotion, and tourism. Supervised media campaigns for each responsibility. Acted as CEO and press secretary during the Secretaries very inclusive and extensive international trade missions.

Collected debts owed the USG by US companies granted loans and "political risk insurance" on four continents: gold/copper mines in Irian Jaya and Papua, hotels in Africa, aquaculture and agriculture in South America, tour boats in the Galapagos, etc. Also, maintained traditional financial/treasury functions at HQ. Known as Overseas Private Investment Corporation at that time.

In line with President Reagan's values and agenda, lent and provided loan guarantees, within previously determined Economic Development Zones which comprised 98% of the US. (A prominent Senator threw an old heavy telephone at me when I refused to make loans to an amusement park. A year after my relenting on my decision, the park went bankrupt.) Primarily collected massive and implicitly never-to-repaid debts owed the USG from previous Administrations' liberal loan programs. Repossessed much varied collateral, such as the massive International Harvester steel mill, tore it down, restored land to NEPA standards, and readied it for potential redevelopment in South Side Chicago. Education Department sent delegation seeking advice on student loan collections.

Project coordinator for all the professionals (investment bankers, architects, engineers, public relations, attorneys) who contributed to Miami's 13-volume effort to win the 1992 Columbian Worlds Fair from Chicago. Analyzed integrated attendance projections in the context of Florida's uniquely and heavy tourism with two seasons. Edited and rewrote parts of the Application to the US Commerce and State departments and the Bureau of International Expositions in Paris. Studied whether McDonnel-Douglas military jet fighter rebates Congressionally dedicated to "Spain's economic development"could be used for that nation's pavilions and adventure at Walt Disney World's EPCOT. Examined impact on family-based reputation of Publix's change in policy to start opening its doors on Sundays. Assigned to Oklahoma City, OK to advise city leaders and the State Fair Authority on projected attendance and feasibility of a World's Fair in 1989 to celebrate the centennial of the great land rush west in 1889.
