* Supports effects-based planning and operations by participating in the development of ONA and ONA products in the System of Systems Analysis Collaborative Information Environment; maintenance of the ONA knowledge database; collaboration with the plans and operations staffs; and, analysis and identification of information gaps. This support is in any or all of the following areas of effects based planning and operations: Political, Military, Economic, Social, Information, and Infrastructure. * Develops for approval process/framework within MARFORPAC for assessing the effectiveness of operations. The objective of the assessment process is to provide relevant knowledge to the commander’s decision support system.* Facilitates the Assessment framework through two parallel processes to provide a comprehensive operational assessment for the commander: Measures of Performance (MOP) and Measurement of Effectiveness (MOE).

Lead Air Planner to the I MEF Operational Planning Team for Operation Iraqi Freedom (OIF) II. In critical transition period, insured seamless handover of airspace control and aviation oversight from 82nd Airborne to I MEF. Responsible for personnel manning for all aviation related roster positions across all forces assigned to and under I MEF. The mission of the Marine Aerial Refueler Transport (VMGR) Squadron is to support the Marine Air Ground Task Force commander by providing air to air refueling and assault support, day or night under all weather conditions during expeditionary, joint or combined operations. Served as program manager for Security, Aircrew training and review, Instrument flight, and the Aviation Safety Program/Aviation Campaign Plan. Instituted aggressive security program. Advises on issues involving safety initiatives and programs. Senior member of the Squadron’s Aircraft Mishap Board, Human Factors Board, Aircrew Review Board, Enlisted Safety Council and the Instrument Flight Board.Select Contributions:• Built a model family readiness program and increased Key Volunteers by 200%.• Increased Officer enrollment in Professional Millitary Education to 100%.• Instituted aggressive security program to insure OPSEC and force protection

Responsible for the Material Readiness of 14 squadron aircraft and a myriad of aviation support equipment. Applied aggressive, programmatic approach using Earned Value Management principles in order to foster proactive vice reactive scheduling of phased maintenance and airframe inspections. Ensured compliance witg Naval Aviation Maintenance Program. Ensured that production output met the operational requirements of the squadron. Program Manager of the Squadron’s Quality Assurance Program. The Tactical Control System [TCS] is the software, software-related hardware and extra ground support hardware necessary for the control of the Advanced Concept Technology Demonstration (ACTD) Outrider Tactical Unmanned Aerial Vehicle (TUAV), the RQ-1A Predator Medium Altitude Endurance (MAE) UAV, RQ-2A Pioneer and future tactical UAVs. As the product team lead for the integration with Predator and Pioneer applied Earned Value Management Principles to monitor product development. Conducted Periodic Product reviews with lead contractor and subcontractors. Conducted Software Integration Testing for three separate engineering builds of the Tactical Control System for Unmanned Aerial Vehicles. Submitted budget imputs for the PR and POM cycles.
