Tom Sweeney is the managing director of community solar for Con Edison Clean Energy Businesses (CEB). He leads the distributed generation and community solar initiatives for CEB, including new market development supporting and enabling legislation and regulation; project development from site selection to construction-ready; subscription management and the acquisition of commercial and residential subscribers; and business development focused on the purchase and sale of projects.

Responsible for all aspects of the Renewable Assets business including policy, project development, construction, sales and marketing, financing and O&M services. Built a team of professionals that have developed, built and subscribed more than 100 MW’s of projects, across the US. The team built the largest CS project in the US (21 MW’s), was the first to integrate tax equity into a CS project, delivered the first consumer financing solution and has achieved the lowest cost of customer acquisition in the solar industry. The company is recognized as leader in the space and provides critical input into regulatory, policy and program design across the US.

Responsible for identifying and capitalizing on those markets that provide outsized growth opportunities for the business. Specific responsibilities include identifying project opportunities in markets with legislative or regulatory mandates that enable community solar and virtual net metering for multiple rate-payers. Identifying and contracting with partners up and down the development, equipment and construction stack and finding creative solutions to handle the large volume of net metering credits produced by these projects. Oversee the Project Development organization which manages our relationships with project developers, the screening and acquisition of projects and establishes the capital requirements to develop and build the projects. Our current focus has been on the Massachusetts and New York markets yielding more than 120 MW’s of projects under development.
