Reporting directly to the Commissioner and the Chief Clerk.Deputy Director of a newly created Department of Audit and Compliance. Consisting of Internal Audit and Community Development and Revitalization Compliance (CDR- Compliance.) Supervising a total of 24 full-time staff, staff augmentation contractors and audit supplementation staff from national CPA firms.Responsible for assessing risk and controls for all agency functions including the management of over $13 billion in disaster grants, $2.4 billion in permanent school fund revenue, veteran programs, Texas gulf coast programs, and the Alamo Historical site.Collaborates routinely with all senior staff including the Deputy Commissioner, the General Counsel, Chief Financial Officer, Chief Information Officer, Chief Information Security Officer.Liaison for all audits from external entities including HUD5, HUD OIG6, and the State Auditor’s Office.Directing all aspects of both divisions including assurance, federal monitoring, consulting, investigative, and data analysis services.Developing coherent processes to create synergy between the compliance and audit functions. Directed all aspects of accounting and contract compliance functions for the Land Board programs, which included 7 nursing homes and 4 cemeteries. The functional areas included compliance auditing, financial reporting, accounts payable and accounts receivable, contractor oversight and customer service.Responsible for the development of the organizational structure, and all current processes and procedures.Responsible for the oversight and quality reviews of compliance audits.Responsible for the submission of financial information for the Medicaid Cost Report and the State Annual Financial Report.Responsible for ensuring the prompt response and resolution to financial issues regarding nursing home residents.
