Tracey Downing is currently a Deputy Bureau Chief in the Criminal Court Bureau at the Queens DA’s Office. She began her career as a prosecutor in 2006 at the Brooklyn DA’s Office as a misdemeanor assistant in a trial bureau. In 2011, Tracey transferred to the Domestic Violence Bureau (DVB), where she served as Senior Trial Attorney and investigated and prosecuted serious felony crimes including strangulations, violent assaults, and homicides. Tracey was also the designated point person for all DVB crimes related to strangulation.In 2015, Tracey took on a new role as Director of Policy and Training and later the Director of Training Programs and Initiatives at the Mayor’s Office to End Domestic and Gender-Based Violence (ENDGBV). While there, she helped create a citywide training program with a robust curriculum and supervised a team that trained over 20,000 people including advocates, law enforcement, prosecutors, defense attorneys, civil litigators, judiciary and medical practitioners on topics such as strangulation, trauma-informed interviewing, nonconsensual pornography, tech abuse and stalking. She also worked on many groundbreaking initiatives including the development of the now citywide Abusive Partner Intervention Program and developed a strategic plan for a coordinated citywide response to strangulation crimes.In early 2020, Tracey returned to KCDA where she took the lead in convening the first Citywide Strangulation Response Roundtable and the first Brooklyn Coordinated Response to Strangulation Task Force. In 2022, Tracey joined the Queens District Attorney’s office where she currently works with criminal court ADAs to help them develop a skillset around trauma-informed practices when working with all victims of crime and understanding the complexities around cases involving intimate partner violence and strangulation. Tracey continues to train and consult with a variety of disciplines on a wide array of topics. In 2023 Tracey completed a years long Statewide Training series in collaboration with DCJS and NY State Troopers on Trauma-Informed Interviewing. This training was designed to train law enforcement across the state on forms of trauma, physiological and neurological responses to trauma, signs and symptoms of trauma, trauma-informed interviewing and secondary trauma. Tracey graduated from CUNY School of Law in 2005 and has over 30 years of experience working vigorously to end violence against vulnerable populations.
